Gardner Planning Board Considers Pearl Street Subdivision Amidst New Zoning Ordinance Changes

The Pearl Street subdivision emerged as a central topic, with Dan Sheen from Haley Ward presenting the preliminary plans. The project involves a 3,000 linear foot loop road serving 12 residential lots. The layout has been carefully designed to minimize disruption to the extensive wetland system bisecting the property. The plan includes stormwater management areas, a sidewalk connection to the existing Pearl Street system, and aims to maintain compliance with environmental requirements. However, Sheen noted that discussions with the Conservation Commission are still pending. The board acknowledged the need for wetland replication at a 2:1 ratio should any filling occur during the development process.
The board also explored potential design alternatives, such as an open space residential subdivision, which could allow for increased density while preserving open space. This approach is permissible within the zoning district with a special permit, and developers expressed willingness to consider this option as discussions advance. The new home zoning ordinance, which incorporates multifamily zoning and tiny homes, was highlighted as a critical factor for the developers to consider. This ordinance could offer additional flexibility in meeting the housing needs within the community.
Access to the proposed Pearl Street development was another focal point, particularly the implications for emergency services. Current designs feature a single entrance with a cul-de-sac, and the board discussed the possibility of widening the entrance to improve access. The cul-de-sac’s length of 800 feet remains under the 900-foot maximum allowed, but there was a suggestion to enhance the design further without resorting to a boulevard, which could complicate maintenance efforts.
Further discussions addressed the need for additional wetland flags at the intersection with Route 140 to ensure full compliance with environmental regulations. As the project evolves, the board decided to maintain the preliminary plan for the next meeting in February, anticipating significant revisions based on ongoing discussions regarding open space and new zoning ordinances.
Beyond the Pearl Street subdivision, the meeting also dealt with the continuation of the public hearing for the site plan on Green Street. John Clifkco from Marti Engineering confirmed receiving conservation approval and acceptance of changes to the site plan. The board approved the site plan decision after removing a condition about the operation maintenance plan, which had already been addressed by the conservation agent.
The agenda also included old business concerning the Templeton Pond expansion project. This project, referred by Mass DEP, prompted debate over the board’s jurisdiction, given its location in Hubbardston. Members considered drafting a letter to Mass DEP to summarize the reviewed documents and acknowledge the board’s awareness of the project, ultimately reaching a consensus to support this communication.
The Planning Board meeting wrapped up with a discussion on the potential need for more frequent meetings to manage the influx of residential development proposals, spurred by the 90-day review period mandated by the new home ordinance. With the next meeting scheduled for February 10th, there was consideration of bi-weekly meetings to handle the increased workload effectively.
