Millville City Council Discusses Water Meter Upgrade Challenges Amidst Broader Community Initiatives
- Meeting Overview:
The recent Millville City Council meeting was predominantly centered on the ongoing water meter upgrade project, which has faced several logistical and financial challenges.
The water meter upgrade project, initiated in January 2025, was a focal point of the council’s deliberations. The project has encountered issues related to unresponsive residents and the need for additional components, known as “adders,” that were not included in the original purchase order. These adders—such as valves and adapters—are necessary for installations but have led to withholding payments for certain invoices until clarity on their approval is reached. The representatives from MeterTech reported that about 2,100 meters have been installed, with challenges arising primarily from unresponsive residents and unforeseen installation complications.
An estimated 3,000 out of approximately 8,000 to 9,000 accounts in Millville have been subjected to estimated billing due to outdated or inoperable meters. The council emphasized the importance of public awareness to mitigate potential fraud and scams that have targeted residents by impersonating city officials or project representatives.
In terms of financial implications, the project was initially funded through a $5 million bond, with recent discussions suggesting that the total expenditure might exceed this amount. A significant concern was the absence of a formal contract governing the project, which has led to uncertainties regarding storage, installation, and warranty responsibilities. The council noted that the project relied on a state contract, which eliminated the need for bids but limited bargaining power due to the lack of alternative providers for the specific meter technology.
The council also explored potential cost savings through bulk purchases of remaining materials, estimating savings of approximately $167,000 to $170,000. This strategy aims to cover unforeseen costs and lock in installation prices to prevent future increases. The potential for increased revenue from the new smart meters was noted, as they offer advanced features that alert the utility to issues such as leaks or unauthorized meter removal.
In addition to the water meter project, the council addressed other resolutions critical to local governance and community engagement. A resolution to apply for a $100,000 New Jersey Department of Community Affairs grant for the Waltman Park inclusive upgrade project was unanimously supported. The grant does not require matching funds, making it an attractive opportunity for enhancing recreational spaces in Millville.
The council also discussed a resolution to continue the Millville Urban Enterprise Zone (UEZ) police program, which seeks up to $312,000 in assistance funds. This program, praised for its visibility and positive impact on the downtown area, involves officers engaging with the public and business owners to promote community interaction. The council stressed the importance of accountability in fund utilization and suggested establishing a clear schedule for officer visibility to ensure proper use of allocated funds.
Further resolutions included the appointment of new members to the zoning board and the authorization of a professional service contract for city planning. The council expressed regret over the withdrawal of Barbara Fagley from the planning role but showed confidence in CME Associates, given their prior performance for the city.
Public engagement was a recurring theme throughout the meeting, with calls for increased community participation in local governance. The council acknowledged the challenges faced by local fire and EMS services, as highlighted by a public speaker, and underscored the importance of mutual aid agreements among neighboring districts.
