Franklin Council Faces Community Outcry Over Williams Transco Compressor Station Permits
- Meeting Overview:
During the recent Franklin Township Council meeting, residents voiced their strong opposition to the New Jersey Department of Environmental Protection’s approval of permits for the Williams Transco compressor station project in Franklin. The council discussed potential legal and regulatory actions while residents urged them to explore local ordinances that might impact the construction.
At the forefront of the meeting was the community’s reaction to the state’s permit approvals, which allow Williams Transco to proceed with its construction plans. Carol Keane, representing the Franklin Township Task Force against the Nessie Project, was vocal in her dismay, highlighting the environmental risks and urging the council to take action. The task force has been engaged in a decade-long effort to halt the project, emphasizing potential threats to local air and water quality.
Linda Powell, another resident, echoed these concerns, pointing to the four developments that have been approved, including the compressor station in Franklin and a pipeline under Raritan Bay. Powell criticized the regulatory changes under the previous federal administration, which she believed could weaken air pollution protections. She called on the council to ensure compliance with local regulations as construction proceeds.
In response to these public comments, a council member acknowledged the complex legal landscape involving federal and state laws. However, the council expressed a commitment to exploring all possible legal options, including potential appeals that could involve federal court action.
The council also discussed the possibility of drafting new ordinances to address these challenges, although they recognized the intricate nature of navigating the existing legal and regulatory frameworks. The council’s cautious approach reflects an awareness of the significant hurdles involved in altering zoning regulations to impede the compressor station’s establishment.
In addition to the primary focus on the Williams Transco permits, the meeting covered several local initiatives and community events. There was notable praise for a recent conference on horseback organized by the Franklin 250 committee, which was lauded as a “fantastic” event that celebrated the town’s history and community spirit. The “Salute to America” event at the high school was also commended, with performances by alumni and the St. Matias choir particularly highlighted for fostering community pride.
The grand opening of a new coffee shop named Hijaz was another point of discussion, with positive remarks on its impact on local employment. The shop, located at Middle Bush Road and Route 27, hired 35 employees, contributing to the local economy.
Additionally, the council addressed upcoming proclamations and events. Two proclamations were postponed to the next meeting, one recognizing human trafficking awareness month and the other acknowledging Muslim Heritage Month. The township manager reminded members of the annual Martin Luther King breakfast, emphasizing the need for advance ticket purchases.
The council also moved through a series of administrative matters, approving warrants totaling $1,471,502 for payment. Several ordinances were introduced for first reading, including one focused on revising township ordinances to incorporate inclusive language changes. Another ordinance aimed to amend the municipal code regarding curb connection capital fees.
Ordinances related to the establishment of inclusionary zone districts for affordable housing were also introduced. These ordinances correspond to different multifamily inclusion zones.
