Stuart CRA Secures $10.2 Million Grant for Job Training Center Amid Redevelopment Plans

The board reviewed the fiscal year 2026 budget, which anticipates a base CRA value of $299 million and a current taxable city value of $940 million. The projected increment value of $641 million is expected to contribute approximately $6.9 million from both city and county sources to the CRA budget. These funds, alongside grant revenues and fund balance allocations, bring the total budget for various activities to $20.5 million, with a portion dedicated to infrastructure projects.
Several ongoing and planned projects were highlighted, including the construction of an outdoor amphitheater in Memorial Park, budgeted at $2.7 million, and the MLK Streetscape improvements aimed at enhancing pedestrian connectivity. The Guy Davis Park project has been amended to include a skate park, with completion targeted for summer 2026. The Dixie Highway streetscape improvement project aligns with a Transportation Alternatives Program (TAP) grant agreement, with detailed construction plans underway.
The CRA continues to pursue historic preservation efforts, with the East Stewart neighborhood moving toward designation on the National Register of Historic Districts. Community meetings have been scheduled to engage residents and gather support for this initiative. Additionally, the CRA is collaborating with a probate attorney on the heirs property assistance program, which aims to help property owners clear titles.
The meeting also addressed grant administration challenges, emphasizing that while applying for grants is relatively straightforward, managing and reporting requirements are complex. The CRA works with consultants to ensure project designs meet grant criteria, often requiring designs to be 30-60% complete before application.
Board members discussed the allocation of funds for various initiatives, including a new courtesy dock designed to withstand storms, which will expand boat slips from 13 to 30. This project, led by public works, utilities, and engineering departments, is partially funded by the CRA and is expected to increase waterfront district visitation.
Concerns were raised about potential reductions in general millage rates, which could affect CRA funding. The CRA’s financial contributions are designated for additional services, such as enhanced community policing, rather than baseline services like street sweeping and police protection, which are funded by the general fund. The meeting clarified that properties owned by the CRA are intended for development purposes, not investment, and will revert to general fund property upon the CRA’s dissolution in 2049.
