South River Borough Council Discusses Redevelopment, Memorial Proposal, and Recreational Improvements
- Meeting Overview:
During the recent South River Borough Council meeting, discussions centered on the redevelopment of vacant properties, a proposal to honor a local officer, and updates on recreational facilities. The council addressed various community concerns and initiatives, including the potential redevelopment of municipally owned land and a proposal to name a playground after Officer Brian Siknic.
The most notable topic of discussion was the proposed redevelopment of several properties, with particular focus on a vacant site on Alborne Street. This property, currently owned by Alborne Woods Apartments LLC, has seen previous approvals for residential development but remains undeveloped due to challenges such as wetlands and elevation changes, making construction costly. The council debated whether the property should be designated as an area in need of redevelopment, a move that could facilitate future development plans. Concerns were expressed about the financial viability of such projects, with some members emphasizing the importance of transparency and community involvement in the decision-making process. A motion was made to discuss the property’s designation further without committing to any specific development plans.
Another property, block 356 lot 1.06, also came under scrutiny. It is municipally owned and has been vacant for over a decade. The council considered designating this land as an area in need of redevelopment. One speaker suggested that instead of opening it up to private development, it could be utilized for public facilities, such as a recreation center, to benefit local residents. The council underscored the necessity of notifying surrounding property owners and obtaining community feedback before proceeding with any redevelopment plans. A motion was made to adopt a proposal concerning redevelopment, resulting in a 4-2 vote in favor, highlighting differing views on the potential impacts and benefits of such initiatives.
In addition to redevelopment discussions, the council addressed a proposal to honor Officer Brian Siknic by naming the playground in Volunteers Park after him. The Mayor shared details of a private event attended by the governor in honor of Siknic on National Law Enforcement Day. A grant for improvements at Volunteers Park, including a walking path and ADA-compliant features, was also announced. The council was invited to express their views on the proposal, with no objections voiced.
Recreational improvements were another key focus, with updates provided on capital projects and local aid programs. The contractor had completed a task punch list for these projects, and future bidding for a transportation projects grant was scheduled. A substantial grant of approximately $1.1 million was announced for the development of Veterans Drive Park, which would feature South River’s first turf athletic field. The council expressed gratitude for this funding, highlighting its positive impact on local sports facilities. Moreover, updates were shared on the Recreation Advisory Board’s activities, including upcoming sports events and registration for various programs.
Public comments during the meeting revealed community concerns about road closures on Monosella Drive and Collins Drive, with residents questioning the safety implications of increased response times for first responders.
Council members also discussed changes in the public notice procedure, which would see notices posted exclusively on the borough website starting March 1st, as mandated statewide. This shift prompted questions about the accessibility and format of meeting agendas and activities, with assurances provided that the information would remain available to the public.
The meeting concluded with various appointments to commissions, including the Environmental Shade Tree Commission and the Mayor’s Advisory Committee on Housing and Community Block Grant Programs. Notably, the director of OEM resigned, with Peter Sokansky appointed as the new director, and Adam DeHannes as deputy director. Additionally, discussions took place regarding future events, including the “Frost and Pumpkin” fall event and the regulation of e-bikes and scooters, with the council working on drafting an ordinance to address these concerns.
