Goodhue County Board Approves $750,000 Roundabout Project Funding for 2030
- Meeting Overview:
In its recent meeting, the Goodhue County Board of Commissioners tackled several issues, with the approval of a $750,000 roundabout project funding for 2030 emerging as a key highlight. This decision was part of a broader agenda focused on infrastructure improvements, budgetary considerations, and strategic planning to bolster county operations and services.
A major topic of discussion was the future of the intersection at Road 66 and Cass in Redwing, specifically the proposed roundabout at Ben Street and Pioneer Road. Originally set for fiscal year 2027, the project was identified as a crucial safety enhancement within the county’s road safety plan. It aimed to address identified safety concerns through the Highway Safety Improvement Program (HSIP) funding. The board was informed that while the maximum allowable funding from HSIP for the roundabout was $750,000, the projected costs were anticipated to exceed this amount. The Minnesota Department of Transportation (MnDOT) presented the county with two options: accept nearly $54,000 in 2027 or wait until 2030 to receive the full $750,000.
The board received a recommendation from county staff to opt for the full funding amount in 2030. This recommendation highlighted the potential financial advantage for taxpayers, considering inflation and the likelihood of increased costs over time. A board member voiced concerns regarding whether the project could remain within budget by 2030 due to inflation, but it was clarified that the funds would be committed to the project for that year regardless of cost increases. The board ultimately approved the motion to accept MnDOT’s 2030 funding proposal for the full amount, deeming it a prudent financial decision.
In addition to infrastructure discussions, the board also focused on setting statutory minimum salaries for elected officials, including the county attorney and sheriff, as required by election year statutes. A detailed report was presented, comparing salary ranges and average pay statewide. The board agreed on a minimum salary of approximately $127,000 for these positions, recognizing that actual salaries would depend on factors like experience and performance. This decision was made unanimously.
Another matter was the board’s review of an out-of-state travel request strategy for 2026, primarily funded by a 911 grant. Concerns were raised about granting blanket travel authorization without specific limits. The board agreed to set a cap at 15% of the grant for travel expenses, requiring further board approval for any excess. This approach was applied to travel requests for various county officials, including the county administrator and one commissioner attending national association meetings. Other approved travel included AI technology-focused trips for investigation captains, partially funded by a task force, and emergency management training.
The roundabout project was not the only infrastructure-related discussion. The board also considered a report from a consultant outlining options for the city of Redwing’s continued use of the Law Enforcement Center (LEC) building. With rising rent costs, the city needed to evaluate these options against the expense of constructing a new building. Board members expressed discomfort with the financial implications. They acknowledged the need for maintenance but emphasized the importance of cost-effectiveness.
Further emphasizing strategic planning, the board discussed ongoing negotiations for a data center project, highlighting its potential impact on the county’s tax base. The project was anticipated to become one of the largest taxpayers despite initial tax abatements. The board explored the logistics of upcoming meetings to keep all members updated on negotiations.
