New Ulm City Council Approves Hemp Retailer Registration and Discusses “Yes to Housing” Bill
- Meeting Overview:
In the latest New Ulm City Council meeting, topics of discussion included the approval of a low potency hemp retailer registration and the implications of the “yes to housing” bill. Additionally, the council addressed naming rights for the Newm Recreation Center and approved several appointments to local commissions.
The council approved the registration for Liquor Mart on North Broadway to sell low potency hemp products. This decision followed a brief discussion about integrating the registration process into the liquor license renewal cycle scheduled for July. Council members noted that more applications were anticipated as businesses adjusted to the new regulatory landscape.
Another discussion revolved around the “yes to housing” bill, which has been in development for the last three years. The bill includes a stipulation requiring cities to ensure that 33% of residential areas are designated for four units or less, a significant increase from the current 12.9% in New Ulm. This requirement raised concerns about potential challenges for third-class cities like New Ulm. A council member suggested a tiered compliance system based on city classification to alleviate the burden. The council was encouraged to communicate any concerns to legislative representatives, as a vote on the bill is anticipated this session.
The council also unanimously approved South Point Financial Credit Union’s proposal for naming rights to the Newm Recreation Center. The agreement includes a 15-year term at $45,000 per year, with the city covering up to $33,750 for initial signage installation. South Point members will receive discounts on recreation center memberships. Council discussions emphasized the financial benefits and community engagement resulting from the agreement.
In new business, the council approved a series of appointments, including Tom Furth to the airport commission and Jesse Juel to the Cable Communication Advisory Board, both for three-year terms ending December 31, 2028. These appointments were made without any further discussion.
The council also authorized the New Battery cannon shoot schedule for 2026, which includes firing cannons at events such as Memorial Day services and a July 4th sunrise salute. The schedule specifies 132 rounds for the year, with the possibility of additional events. This motion carried unanimously.
A penny rounding policy was introduced to standardize rounding methods for cash transactions in utility billing. Though previously not an issue, this policy was established as a precautionary measure. The motion passed without additional discussion.
In economic development, the council reviewed a DEED redevelopment grant application for the EBMD mall project. A resolution to submit the application was approved, with a requirement for the applicant to cover 50% of demolition costs. The urgency of the submission was noted due to an impending deadline, highlighting the council’s focus on timely project advancement.
The meeting also saw the acceptance of a $200 donation from Marsha Helverson to the K9 program, reflecting community support for local law enforcement. Additionally, the council accepted donations totaling $3,600.37 to the Newm Public Library, designated for various purposes including adult books and programs.
These updates included ongoing community engagement efforts and strategic planning initiatives, such as the Economic Development Authority’s evaluation of loan programs.
