- Meeting Overview:
The recent Millburn Town Council meeting touched on a spectrum of topics, including a proposed $40 million renovation project for the Paper Mill Playhouse, the formation of new committees, and potential changes to the form of government in the township. The council also discussed their financial commitment towards the Paper Mill Playhouse renovation, the township’s Downtown Improvement project, and the introduction of an anti-nepotism ordinance.
One item at the meeting was a presentation by the Paper Mill Playhouse, which detailed plans for a $40 million renovation project. The historic theater building, currently in a state of disrepair, is in need of upgrades to meet safety, functionality, ADA compliance, and aesthetic standards. The Playhouse has already raised $21.4 million through private philanthropy and secured a commitment of $3.75 million from the state of New Jersey. However, representatives requested a funding commitment of $7.5 million from the township, a sum deemed crucial to the project’s success.
Deputy Mayor Sanjeev Vinayak questioned the need for such a large contribution from the township, compared to the state’s commitment. Mayor Maggie Miggins suggested considering the funding as an investment in local property. Executive Assistant Jessica Cruz proposed sharing the Playhouse’s renovation plans on the township’s website to inform and involve the community in their ambitious proposal.
Resident concerns about the proposed renovation project, as well as the town’s downtown improvement project, surfaced during the public comment period. Questions were raised about the economic impact study conducted by the theater and the necessity of the township’s involvement in addressing structural issues. One resident cited the need for more public involvement in capital budgeting decisions.
Simultaneously, the council debated over the form of government in the township, discussing two potential processes: establishing a charter commission study or a direct petition from residents, both requiring a vote. Mayor Maggie Miggins congratulated the new members of the township committee, emphasizing the need for public participation in these discussions.
The council also examined the financial aspects of other projects. Tara B. Prupis, who provided updates on the Essex Street two-way traffic concept plan, highlighted the formation of three new committees for affordable housing, finance, and nonpartisan matters. Meanwhile, Annette Romano promoted the upcoming Small Business Saturday event and the return of the Winter Villages, encouraging local shopping.
Community members also expressed concerns about funding for the business community and the Winter Walk extravaganza, suggesting the use of a donation from a local consulting business. Other topics discussed included code compliance, ADA compliance, and the need for an anti-nepotism ordinance.
