Revere City Council Discusses Construction Progress and Financial Oversight
- Meeting Overview:
The Revere City Council meeting focused on updates to an ongoing construction project, including accelerated timelines for ground improvements and foundation work, financial oversight of project expenditures, and ensuring safety measures against potential site issues.
At the heart of the meeting was the discussion on the construction project’s timeline, which has seen progress. Initially scheduled for March and April, ground improvements are now expected to start in February, advancing the foundation work to March. This shift is crucial as it involves the installation of supportive excavation around the building, a method that employs steel sheets driven into the ground to prevent water infiltration, vital due to the site’s proximity to sea level. There was a sense of urgency and optimism about these achievements, as the draw rig was set to commence ground improvements imminently. The steel sheeting process was already partially complete.
The council also delved into the financial aspects of the project, scrutinizing various invoices related to construction documents, consulting services, and geotechnical services. Notably, an invoice from Left Field, amounting to $570,129, received unanimous approval. This was followed by a $667,762.80 invoice from Perkins Eastman, covering similar services. A budget tracking spreadsheet revealed that $38,225,349 of the $400 million budget had been expended.
The meeting also addressed site preparation activities, highlighting the creation of a working platform for future drilling and ground improvements. Additionally, the council was informed about temporary diversions of sewer and stormwater lines to facilitate construction, a process completed by the end of December. These measures are important for laying the groundwork for the subsequent building pad and structural developments.
Concerns regarding stormwater management and sewer systems were a point of discussion, with a focus on ensuring readiness during adverse weather conditions. The absence of overnight onsite staff to monitor potential issues raised concerns about the prompt response to emergencies, especially during power outages or pump failures. Suggestions were made to enhance communication among stakeholders by establishing direct phone lines for rapid emergency notifications.
Another topic of interest was the introduction of a streamlined monthly report format for council members. This new format consolidates updates on financial details, construction progress, and Massachusetts School Building Authority (MSBA) requirements, making the information more accessible for members who may prefer a concise overview. Members were encouraged to review these reports and prepare any questions for future meetings to ensure continued oversight and engagement in the project’s progress.
