Minnetrista City Council Tackles Water Bill Dispute and Paves Way for Policy Discussion
- Meeting Overview:
At the recent Minnetrista City Council meeting, discussions centered around a resident’s dispute over an unusually high water bill, prompting the council to consider creating a policy for handling similar situations in the future. The session also covered utility billing concerns, strategic planning, and community updates, including infrastructure improvements and environmental initiatives.
The meeting, chaired by Peter Vickery due to the absence of Mayor Lisa Whalen and Cathleen Reffkin, began with a notable public comment from Bob Christian, a resident who brought forth a grievance concerning an increase in his water bill. Christian explained that after consulting with a plumber, the issue was attributed to debris in the city water line, which allegedly caused the spike in charges. He requested the council consider splitting the bill with him, emphasizing a desire for a fair 50/50 arrangement rather than a full waiver.
The council deliberated over Christian’s request, acknowledging that utility billing issues fall within their jurisdiction. One council member expressed skepticism about the debris claim. Despite differing opinions on the cause, there was consensus on the need to develop a formal policy to address such billing disputes more effectively. The council agreed to revisit the matter during a work session scheduled for February 18th.
As the meeting progressed, utility billing remained a topic of discussion, with another council member mentioning a desire to place a hold on an account to prevent complications with a payment due on the 16th. This conversation underlined the council’s ongoing engagement with utility-related issues.
The council also approved several resolutions as part of the consent agenda. Among these were the extension of a preliminary plat for Highlands at Whale Lake and the execution of an accessory structure agreement with the Minnesota Conservation and Water District. Additionally, the council authorized the purchase of a ditch flail mower and accepted improvements for drainage work on Minneapolis Avenue.
Strategic planning was another focal point, with a council member announcing a joint city council meeting with the city of St. Bonifacius on February 26th. This session will address topics such as a fire partnership, an annexation request, and a water interconnect agreement that has been under discussion for three years.
Community updates included a report on the Gillespie Center, where the aging HVAC system requires significant repairs, estimated at around $188,000. The council member noted that the center’s new board president, Donna Carlson, brings a strong business background, which could be instrumental in addressing this challenge. Another update highlighted the Lake Minnetonka Community Commerce organization’s name change to better represent its mission of connecting diverse sectors within the community.
Environmental stewardship was also on the agenda, with a report from the Pioneer Sarah Creek watershed board meeting focusing on responsible salt usage to prevent water contamination. The council discussed alternative road treatments, acknowledging the environmental impact of excessive salt use while emphasizing its effectiveness as a de-icing agent.
