Clifton School Board Reviews HIB Incident Decline and Discusses Nomination Policy Changes
- Meeting Overview:
At the January 22, 2026, Clifton School Board meeting, the board examined a notable decrease in harassment, intimidation, and bullying (HIB) incidents, discussed significant policy revisions for board member nominations, and handled various other agenda items, including the school calendar and professional services evaluations.
The meeting began with a detailed presentation by the Director of Operations and Student Services, Mike Delta, on the district’s violence, vandalism, and substance abuse statistics, alongside HIB data. Delta reported a significant reduction in substance abuse cases, decreasing from 92 to 55, which he attributed to enhanced security measures and educational programs. Additionally, the district saw a decline in violent offenses and founded HIB cases, with only ten founded incidents compared to sixteen the previous year.
Commissioner Suarez inquired about the effectiveness of these training programs in reducing HIB cases. Delta responded that analyzing past incidents had informed effective interventions and credited student-led initiatives, such as peer mentoring, with fostering a positive environment.
Attention then shifted to a proposed revision of the board’s nomination policy for selecting new members. This discussion highlighted the need to align the nomination process with that used for electing the board president and vice president. Board members deliberated on amending bylaw 0143 to implement a simultaneous voting process akin to officer elections, which would ensure fairness and transparency. A motion to amend the bylaw was unanimously approved, with plans to present the revised policy for a first reading at a subsequent meeting.
The meeting also addressed the resignation of Commissioner Lucy Danny, effective January 12th, and the process for filling her vacant seat. The board must appoint a new member by March 17th, with a deadline for candidates’ applications set for February 2nd. The board attorney clarified that while nominations could occur in executive session, the vote must be conducted publicly. A suggestion was made to list all candidates on a ballot and have board members vote simultaneously to ensure an impartial selection process.
The school calendar was another topic of discussion, with members considering the feedback from various stakeholders. A consensus emerged to start the school year earlier, preventing an extension into late June, despite the absence of a staff survey. The board approved the motion to adopt this calendar adjustment.
In personnel matters, several new administrators were introduced, including Dr. Chavez as the new director of special education, replacing Heather Routolo upon her retirement. The introduction also included Jessica Saunders, the new supervisor of special services, who expressed her enthusiasm for her new role and her commitment to early student support.
The board also grappled with the evaluation and voting process for professional services, such as those provided by teachers, attorneys, and architects. A proposal to move the voting to the beginning of the fiscal year was discussed, allowing new members a six-month period to acclimate before making decisions. The finance committee was suggested as the appropriate body to review these services.
