Newbury Conservation Commission Approves Extension for Salt Marsh Dock Project Amid Busy Agenda
- Meeting Overview:
In a remote meeting conducted via Zoom, the Newbury Conservation Commission tackled several environmental projects, with the approval of a one-year extension for a salt marsh dock project on Middle Road emerging as a key decision.
The most pressing and newsworthy topic discussed was the extension request for D file number 0501312 concerning a project on Middle Road. This project, represented by Tom Hughes of Hughes Environmental Consulting, involved the installation of a dock along the salt marsh. Hughes sought a one-year extension to maintain the validity of the permit while resolving outstanding compliance issues. The extension was deemed precautionary by the commission members, with no significant objections raised. Members, including Mary and Woody, expressed their support for the extension, leading to its approval through a roll call vote. The commission also discussed the importance of reminding the new property owner to adhere to proper protocols for dock maintenance and acquiring necessary permits from the harbor master.
In addition to the dock project, the commission addressed a public hearing related to D file number 0501458291. This involved a notice of intent for maintenance and updating of an existing parking area and boat ramp, as well as plans to expand marina operations with seasonal bottom anchor floats. Comments from the Division of Marine Fisheries were considered during the discussion, emphasizing the necessity of a site visit to ensure compliance with wetland protection regulations. Despite cold weather conditions, a site visit was scheduled for January 22nd at 8 a.m., aligning with low tide to facilitate a comprehensive evaluation of the site.
Another item on the agenda was a request for determination of applicability for a project on High Road, which involved replacing a rubble foundation within the buffer zone. The applicant requested a continuance to the February 3rd meeting, allowing for further preparation and review. Similarly, the commission continued a public hearing regarding the expansion of a boardwalk system near bordering vegetative wetlands, also rescheduled for February 3rd.
The meeting also featured a public hearing for maintenance work at the Old Newbury Golf Club, including tee box relocation and tree removal. Sam Colbo from Millennium Engineering requested additional time to complete necessary fieldwork, resulting in a continuance to the next meeting. Additionally, a residential housing development on Central Street required a continuance due to the need for renotification of abutters.
Towards the end of the meeting, Mason provided an update on an upcoming volunteer planting day scheduled for March 17th. The event, coinciding with St. Patrick’s Day, will feature a ribbon-cutting ceremony in June. Commission members engaged in lighthearted conversation about the event, with humorous suggestions to dye the river green in celebration. The planting day will focus on establishing trees and larger shrubs suitable for early planting.
