Fall River Traffic Board Approves Key Parking Changes Amid Resident Concerns
- Meeting Overview:
In a recent meeting of the Fall River Traffic Board, several issues were addressed, including significant parking changes, resident safety concerns, and the need for improved traffic management at school zones. The board approved measures to amend parking ordinances on Lindsay Street, addressed the impact of traffic changes on Breman Street residents, and tackled student drop-off challenges at Laternal School.
The meeting’s most notable decision centered around the parking situation on Lindsay Street. The board unanimously agreed to amend the existing ordinance to permit parking on both sides of Lindsay Street from Ballard to Corey Street. This change followed concerns raised about the street’s narrowness and the difficulty it posed for emergency vehicles. A representative from the fire department initially highlighted these concerns. However, further discussion and examination of the roadway confirmed that it could accommodate parking on both sides without compromising safety. This decision aims to alleviate parking congestion exacerbated by the increase in multi-tenant housing in the area, providing much-needed relief for residents.
Another topic discussed was the recent traffic change on Breman Street, where the transition from one-way to two-way traffic resulted in the loss of five residential parking spots. Beta Boule, a resident of Breman Street, voiced her frustration over the lack of communication and transparency from the city regarding this change. She highlighted the safety concerns for residents who now have to walk longer distances to their homes, particularly at night. Boule requested that the board pause the enforcement of new parking regulations until a formal review could be conducted.
The board also faced challenges related to school zones, specifically around the Laternal School, where student drop-off and pick-up procedures have led to significant inconvenience for nearby residents. Courtney Foley, a resident from Five Progress Street, detailed ongoing issues with parents blocking driveways and parking in the middle of the street. In response, John Ventur, a representative from the school district and director of safety and security, proposed the installation of “resident and guest parking only” signage to improve compliance. Ventur emphasized the need for consistent traffic enforcement, noting that issues resurface when officers are absent. The board discussed the potential collaboration between the school district and city departments to develop a comprehensive traffic management plan, including staggered drop-off times and professional recommendations from a traffic consultant.
In addition to these primary discussions, the board addressed several requests for handicap parking spaces. Notably, the board approved requests for a property on Corey Street, 189 Trip Street, and Locust Street, among others. These approvals come with an estimated installation timeline of 12 weeks. A more complex case involved 273 Harrison Street, where the applicant had not updated their vehicle registration, leading the board to table the request until the issue could be resolved.
Furthermore, the board reviewed requests to rescind handicap parking spaces on several streets due to changes in the status of previous applicants, such as moving, cessation of driving, or death. The streets involved included June Street, George Street, Grove Street, Oliver Street, and Pitman Street, and the board moved to remove these signs unanimously.
Residents expressed gratitude for recent enforcement efforts but emphasized the importance of consistency to prevent the reemergence of issues. The board acknowledged these concerns and highlighted the necessity of a collaborative approach involving city departments, school officials, and residents to develop sustainable traffic solutions.
