Clay County Board Approves Food Services Contract Amid Budget Concerns and Reviews Metro Growth
- Meeting Overview:
In a recent meeting, the Clay County Board of Commissioners made notable decisions, including awarding a new food services contract for the West Central Regional Juvenile Center, reviewing the 2025 Metro Profile Report, and addressing various infrastructure projects. The approval of the food services contract was particularly notable for its budgetary implications, with the awarded contract to Trinity Food Services representing a 26% increase from the previous budgeted amount. The commissioners also reviewed trends in population growth and employment, as well as transportation and infrastructure developments within the Fargo-Moorhead area.
The decision to award the food services contract to Trinity Food Services followed an evaluation process that considered multiple factors such as price, references, and compliance history. Despite the increased cost, the contract was deemed the most cost-effective option. The board discussed how the increase was based on the consumer price index, highlighting discrepancies between expected and actual increases in food service costs. The contract, effective February 7th, is set for one year with options for extensions up to four additional years.
Another focal point of the meeting was the presentation of the 2025 Metro Profile Report, which provided an in-depth analysis of various trends impacting the Fargo-Moorhead metropolitan area. The report revealed that the region continues to experience faster population growth than the national average, with 5,173 new residents in 2024. Employment trends showed the metro area with one of the lowest unemployment rates in the nation.
Transportation trends were also highlighted, showing an average commute time in the metro area of 17 minutes, lower than the national average. infrastructure projects completed in 2024 included the 11th Street underpass in Moorhead and the reconstruction of 32nd Avenue in Fargo. These developments aim to further improve traffic flow and reduce commute times for residents.
The report noted a decline in air cargo volumes at Fargo Hector International Airport, attributed to a national trend and the termination of a FedEx-USPS contract. However, the airport experienced its busiest year with nearly 1.1 million passengers, and an increase in Amtrak’s Empire Builder ridership by 14% was observed. The ongoing airport expansion project was also discussed, with updates indicating a smooth progression and a projected completion time within the next few months. The expansion includes impressive architectural developments and will ultimately increase the airport’s capacity to nine gates.
The commissioners addressed several infrastructure projects, including final contract approvals for three bridge replacement projects across Clay County. These projects, completed ahead of schedule due to favorable weather, were praised for their efficient execution. The board also approved advertising for a mill and overlay project on Cassaw 9.
Another topic was the discussion of a proposed alcohol social host ordinance, which would impose civil liability on adults hosting gatherings where minors consume alcohol or controlled substances. This ordinance, differing from a criminal version enacted in Moorhead, is still in the discussion phase, with plans to consult law enforcement before moving forward.
Reports from board members highlighted various activities and meetings attended, such as the Diversion Authority annual meeting, where changes in leadership and committee memberships were noted. Discussions also covered water sediment control basin assignments and the need for wetland replacement in Comtock due to land exclusions by the diversion project.
