The most notable development during the meeting was the acceptance of a substantial land donation from Eastview Land Development LLC. This donation is considered one of the largest in Dilworth’s history and is intended for the new Dilworth Community Center. Council members expressed gratitude for the donation, emphasizing its potential to enhance community growth and the broader vision for the Rail District. One member underscored the donation’s impact by stating, “it’s going to echo through doors for generations.”

In conjunction with the land donation, the council reviewed Resolution 26-08, authorizing the purchase of an additional 1.58 acres from Eastview Land Development at $6 per square foot, totaling $82,589. This purchase is set to be completed over five years without interest. The council also established an ad hoc committee to provide operational recommendations for the new community center, with Council Member Nash suggested as chair. The committee will work alongside staff to develop a robust operational model for the facility, which is approximately eighteen to nineteen months away from opening.

Another highlight of the meeting was the recognition of the 2025 Star Businesses of the Year: U Haul and the TAC Event Center. The council acknowledged U Haul as the “emerging star business of the year.” The company transformed a ten-acre site at the County Road 9 intersection into a fleet management and storage facility, boosting local employment. The TAC Event Center was celebrated as a premier venue since its inception in 2018, contributing greatly to the community by hosting numerous events. A representative from TAC expressed gratitude for the city’s support, particularly during the COVID-19 pandemic.

The council also noted the importance of distinguishing between legacy businesses, which have operated for five years or longer, and emerging businesses.

In personnel matters, the council discussed the hiring of Kane Tourney as a new police officer. The Chief of Police recommended extending a conditional job offer to Tourney, who has a background in corrections and community service, along with a Minnesota POST license. The offer is contingent on passing psychological and physical examinations. Tourney’s personal motivation in mental health awareness was highlighted, making him a promising candidate for the department.

The council addressed several resolutions, including Resolution 2069, which accepted a $251 donation from Tractor Supply Company for community outreach initiatives. The Chief of Police noted that these funds would benefit community efforts. Resolution 20-611, concerning a two-year tax abatement program for new residential constructions, was also approved without public opposition.

Additionally, the council heard a presentation of the 2025 Metro Profile by MetroCOG representatives. The report covered development patterns and transportation networks in the Fargo-Moorhead metropolitan area, including Dilworth. Key findings included a 0.663% population increase in Dilworth, lower-than-average commute times, and a notable shift in logistics trends with increased ground cargo related to the new Amazon warehouse. The presentation also addressed an increase in non-motorized traffic incidents and transit ridership trends.

The council expressed appreciation for MetroCOG’s contributions to these studies.

In community updates, Council Member Steichen shared his experience attending a hockey event celebrating local first responders, while Vice Mayor Nash noted ongoing police department initiatives and upcoming community events.
