A smooth bucket excavator will be used to reduce soil disturbance, complemented by hand-raking around trees buried under mulch. Concerns over potential soil compaction during the cleanup were addressed, with assurances given that the excavator could operate effectively within the designated work area without additional support.
An essential aspect of the restoration plan is the establishment of a semi-permanent barrier, such as a fence or boulders, to prevent future encroachments. There was discussion regarding the oversight of this project by a wetland professional. The commission stressed that no site work would commence until a pre-construction meeting was held to review the restoration limits and objectives. Furthermore, monitoring reports will be produced for the first two growing seasons, with the initial report due in the fall of 2026.
The commission also addressed logistical concerns surrounding the excavation process, which may extend beyond the property line into adjacent lots. Communication with the new property owner, referred to as Rob, was confirmed, and a commitment was made to comply with any commission requirements should the restoration extend beyond the original site.
Groundwater levels were discussed, with assurances provided that the restoration would occur above these levels, minimizing any impact on the wetland’s hydrology. The presence of an eastern box turtle habitat, protected under natural heritage regulations, was acknowledged, prompting the commission to ensure the restoration plan and enforcement order were communicated to the natural heritage division.
After a review, a motion was made to approve the wetland restoration plan, contingent on minor language changes and informing natural heritage.
The meeting also included a discussion on a draft memorandum related to the town-wide stormwater management bylaw. Concerns were raised about the lack of a plan accompanying the bylaw, with members noting discrepancies in coverage compared to MS4 requirements. The commission highlighted the need for clearer definitions, particularly concerning terms like “alter” and “land disturbance,” to ensure the bylaw’s effective implementation.
A motion was made to send the memo to the planning board for further consideration, with a date update to January 28th. This motion was also seconded and approved unanimously.
