Martin County Launches ‘Lot Match’ to Revitalize Vacant Properties
- Meeting Overview:
The Martin County Council meeting on January 26 focused on several initiatives, most notably the introduction of a new “lot match” program designed to address the challenges posed by vacant and underutilized commercial properties. This innovative approach aims to stimulate economic growth along commercial corridors by incentivizing private business collaboration and reducing blight.
The “lot match” initiative emerged as a primary topic of discussion, with council members and community development officials emphasizing the importance of revitalizing vacant properties to enhance commercial corridors, particularly along Dixie Highway. The program intends to modernize the process of connecting property owners with potential investors, drawing parallels to a dating app for properties. By utilizing social media, signage, and networking events, the scheme seeks to attract creative entrepreneurs and foster business growth. Legal considerations were also addressed, establishing a three-party agreement involving the Martin County Board of County Commissioners, the Martin County Community Redevelopment Agency, and property owners, clarifying that the CRA would not act as a real estate agent and mitigating liability concerns.
The council highlighted the detrimental effects of underutilized properties, including health risks, neighborhood disinvestment, and decreased property values and municipal revenues. The “lot match” program aims to counter these issues by raising awareness and promoting redevelopment efforts. Additionally, the council introduced another initiative titled “CRA Lots Re-Imagined,” encouraging community input on potential uses for vacant properties, thereby expanding engagement and uncovering innovative solutions for revitalization.
Amid these discussions, questions arose about specific county-owned lots in the Golden Gate area. Although the current focus is on commercial properties, there was consideration for surplus properties designated for affordable housing. The council acknowledged the need for effective communication and engagement with community stakeholders to address vacancies and stimulate economic activity.
In addition to the “lot match” initiative, the council reviewed updates on various community projects. Susan Corores from the Office of Community Development reported on the progress of CRA capital projects, including the El Camino project, the Golden Gate Multimodal Carter and Drainage Resilience Project, and the New Monrovia Park. The latter has awarded a bid to Formax Construction, with construction expected to begin soon pending the receipt of a certificate of insurance. The Rio streetscape enhancements and civic center design also featured in the updates, with positive community feedback guiding the next steps in engineering design.
The meeting further delved into the decommissioning of two public art pieces, “Yap Money Stones” by Gary Gresco and “Live Long, Loggerhead” by Mia Lindberg. The rationale for decommissioning included necessary repairs and the deterioration of elements within the installations. Discussions centered on finding new homes for these artworks, with a preference for offering them to nonprofits or selling them rather than destroying them. The council underscored the value of maintaining public engagement with art, even as pieces are retired from active status.
During the meeting, council members also expressed interest in the upcoming Artsfest, highlighting community involvement and the introduction of wildlife mosaics by artist Jessica Liddell. Attendees will have the opportunity to participate in a survey linked to the event, with prizes including a 3D printed planter. The council maintained enthusiasm for the festival, anticipating a strong turnout and active community participation.
