Jacksonville Beach CRA Approves Police Pay Increase Amid Broader City Initiatives
- Meeting Overview:
In a meeting of the Jacksonville Beach Community Redevelopment Agency, the board approved a resolution to increase police department pay, reflecting ongoing negotiations and a strategic use of reserve funds. This resolution was passed alongside other discussions focused on city infrastructure and upcoming projects.
The most notable agenda item was Resolution Number 2026-04, which proposed an increase in the pay plan for the Jacksonville Beach Police Department. The funds for the increase are to be sourced from reserves. During the meeting, a member shared insights from the Citizens Police Academy. The resolution passed unanimously through a roll call vote.
The meeting also focused on the continuation of services with the Southern Group. This firm plays a role in supporting the agency by tracking legislative activities that affect Community Redevelopment Agencies and Tax Increment Financing. The board recognized the Southern Group’s instrumental assistance during a prior legislative session that posed threats to CRAs across the state. A motion was made to approve the scope of services for the Southern Group retroactively to December 1, which passed unanimously. The chair highlighted the importance of their services concerning the P3 project, an initiative central to the agency’s future focus.
Attention then turned to downtown enhancements, specifically discussions around fence screening and code enforcement. The board plans to dedicate a workshop to further explore these topics.
In terms of infrastructure, the board addressed concerns about a deteriorating pavement issue at First Street and Third Avenue North. The stormwater inlet at this location presents a trip hazard, especially concerning with the upcoming Donna Marathon. Swift action was noted as necessary to ensure runner safety.
The meeting also covered logistical elements of city clean-up and maintenance. A board member raised concerns about a site between Lynches and Bees described as “trashed,” which could negatively affect the city’s image during the marathon. While complications due to private property were noted, there was willingness to reach out to property owners for resolution. Additionally, issues with dumpsters blocking sidewalks near the Spring Hill hotel were recognized as a recurring problem needing improved management.
Capital improvement projects were another focal point, with plans to discuss potential developments in the south end during a March workshop.
As the meeting drew to a close, the board highlighted the need for clarity on various issues, including updates on the upcoming council meetings and agenda items. A special briefing on stormwater rates was scheduled for February 23, with financial matters to be discussed further in March.
