Dighton Community Preservation Committee Approves Eligibility For Lions Club Bleachers Project
- Meeting Overview:
In a recent meeting, the Dighton Community Preservation Committee (CPC) addressed several community projects, chief among them the approval of an eligibility determination for a proposal by the Dighton Lions Club to replace deteriorating bleachers at Spratfield. The bleachers, originally constructed in the 1970s, have become safety hazards and fail to meet current accessibility standards. The committee’s unanimous decision emphasized the importance of upgrading these community facilities to ensure safety and accessibility for all users.
The proposal by the Dighton Lions Club aims to replace the aging bleachers with a modern, durable, and code-compliant system. The current state of the bleachers has led to discussions at the selectmen’s level about potentially condemning the structures. The committee’s deliberations focused on how to categorize the project under the Community Preservation Act (CPA) guidelines, whether as “rehabilitate/restore” or “create.” This distinction is significant because the guidelines specify that rehabilitation or restoration applies to properties acquired or created with CPC funds. Some committee members argued that the project creates a new opportunity for the space.
Despite these complexities, there was a shared understanding of the necessity of the project for safety and compliance. The committee acknowledged that if the Lions Club were to propose merely patching the existing bleachers, it might fall under rehabilitation. However, the current proposal aligns with the intent of preserving community resources and enhancing accessibility, particularly for individuals with disabilities. The committee’s decision to approve the eligibility determination form reflects a broader commitment to maintaining and improving public facilities.
Another discussion during the meeting revolved around various ongoing and upcoming Community Preservation Act (CPA) projects. The installation of playground equipment at Timothy Ryan’s playground was reported as complete, with only the creation of a sign remaining. A surplus of approximately $4,000 to $5,000 from this project is expected to be returned to the committee. However, the status of the boat ramp project remains uncertain, and the Broad Nature Trail project has lost direction following the departure of a key individual, with no recorded trail committee meetings.
The committee also discussed the Historical Commission’s application for Mount Hope’s inclusion in the National Register, with a draft expected from the consultant by the end of the month. Concerns were raised about the library project’s budget management, highlighting issues with tracking funding and last-minute invoices. The chairman mentioned receiving a $54 invoice from Home Depot. This sparked a broader conversation about the importance of due diligence in managing complex projects, particularly those involving historical preservation, to prevent potential misuse of funds.
Additionally, the committee addressed the scheduling of the CPC annual public meeting, traditionally held in February. A motion was made and unanimously approved to hold the meeting immediately after the February regular meeting, from 5:30 to 6:15 PM, contingent upon meeting posting requirements. If these requirements are not met, the meeting will be rescheduled to March, maintaining the same time frame. This annual meeting is designed to engage the public and ensure alignment with the town’s annual meeting warrants.
