Beach Haven Council Deliberates ADA Compliance for Community Seating Areas and Bulkhead Project
- Meeting Overview:
At a recent Beach Haven Borough Council meeting, a central focus was the community development block grant and its allocation towards enhancing local infrastructure, with emphasis on projects meeting Americans with Disabilities Act (ADA) standards. The council engaged in discussions with residents on potential projects, including a proposed redesign of the seating areas along Chadzsworth Avenue and Bilvar, and improving accessibility at the bulkhead.
The meeting, designated as a special session to gather community input for the grant application, prioritized resident suggestions for retrofitting existing facilities to comply with ADA requirements. The conversation was triggered by the removal of enclosed platforms with bench seating on Chadzsworth Avenue and Bilvar, with community members advocating for their reinstatement. The council acknowledged that any new structure would require a design overhaul to meet current ADA codes, as the previous seating likely did not comply with these standards.
One resident, Dennis Steedman, highlighted the necessity of maintaining an elevated structure to enhance accessibility, especially for children and wheelchair users. His comments underscored the value of previous structures in providing visibility and a communal space for activities like crabbing. The council confirmed that the absence of the original structure would not preclude the site from receiving improvements under the grant application.
The discussion also touched upon the broader scope of the bulkhead project, emphasizing that it would not replicate the prior structure but instead offer a safer and more accessible alternative. The need for expert input on ADA-compliant design was stressed to ensure the new bulkhead would accommodate community activities safely. Susan Murphy, another resident, pointed out the bulkhead’s critical role in providing access to the bay, particularly for older community members engaged in recreational activities.
In addition to the seating and bulkhead deliberations, the council addressed the disrepair of the sidewalk near Veterans Park, especially around handicapped parking spaces. The public works director proposed allocating funds for necessary repairs to improve accessibility, citing a past incident where a resident was injured due to uneven pavement.
The council also discussed the playground on Nelson, with plans to renovate it and add shade structures to enhance safety and enjoyment. The project was part of a resolution to authorize bid advertisements.
Ordinance 20261C was introduced to prohibit sewer system cleanouts in sidewalks or driveways during new constructions or major renovations, prompted by issues with improperly aligned sewer cleanouts. The ordinance aims to prevent similar problems in future developments.
The consent agenda included resolutions to seek recreation grant funding for the Pearl Street restroom replacement and provide beach badges for volunteer first responders. The state of the Pearl Street bathrooms, noted for their high usage due to nearby activities, was highlighted as a priority for upgrades.
The meeting closed with a call for increased community engagement, especially in light of the upcoming 250th anniversary of the country in 2026. Suggestions included reinstating flags at beach street ends to enhance the area’s visual appeal. Discussions also covered ongoing infrastructure projects, such as the Bay Avenue rebuild and street light installations, with emphasis on safety features like “bumpouts.”
