Titusville Board Approves Variance Amidst Concerns Over Flooding and Development Impacts
- Meeting Overview:
In a recent meeting, the Titusville Board of Adjustments granted a variance to reduce lot width for a property on Logan Drive, while denying another variance request to reduce side yard setbacks due to concerns about existing flooding and potential neighborhood impacts. The board also approved a separate variance for an addition on Melinda Lane.
The most notable topic of discussion centered around a variance request for property located on Logan Drive. The applicant, represented by Clayton Hume of American Ecosystems, sought to reduce the required lot width from 75 feet to 50 feet and decrease the interior side yard setback from 10 feet to 5 feet. The board grappled with balancing the desire for development with community concerns regarding drainage and flooding. The board ultimately approved the lot width reduction but denied the side yard setback reduction, citing concerns that it did not represent the minimum relief necessary for reasonable use of the property.
Residents voiced strong opposition to the construction due to ongoing flooding issues. One resident highlighted the severity, stating that water levels could reach above knee height and emphasized that recent roadwork had exacerbated the problem. The resident opposed the construction entirely, arguing that it would further strain drainage in an area already resembling a pond. The resident also expressed concerns over increased flood insurance costs for neighboring properties and provided photographic evidence of the water accumulation.
Clayton Hume acknowledged the concerns, attributing the unusual flooding to exceptional weather conditions the previous year. He proposed installing filtration sand to improve drainage and assured the board that the property had been cleared of overgrown vegetation to facilitate better water management. Despite these assurances, the board opted to deny the side yard setback variance, reflecting continued apprehensions about the potential adverse effects on neighboring properties.
In contrast, the board approved a variance request concerning a property on Melinda Lane. The applicant sought to reduce the required interior side yard setback from 15 feet to 13 feet 8 inches to facilitate an addition to the existing single-family dwelling. Staff recommended denial. However, board members expressed support for the variance, noting the property’s zoning history and intentions to maintain its original footprint.
John Marorrow, the applicant, clarified that the addition aimed to provide a master bedroom and bath, not a garage. He emphasized the minimal infringement on the setback and referenced similar variances granted to neighboring properties. Following public comments, the board approved the variance, allowing the addition to proceed.
Beyond the variance discussions, the board addressed upcoming administrative tasks, including preparing a semiannual report for the city council, scheduled for submission at the February 10 meeting. The next board meeting was confirmed for February 25, with members confirming their availability.
