Emerson Borough Council Appoints New Administrator, Celebrates Longtime Resident’s Milestone
- Meeting Overview:
The Emerson Borough Council’s February 3rd meeting appointed Michael Carelli as the new borough administrator and celebrated Francesca Ionora’s 105th birthday, acknowledging her extensive contributions to the community. The meeting also included ceremonial swearing-in for the Emerson Volunteer Fire Department officers.
Michael Carelli’s appointment as the new borough administrator was one of the most announcements during the meeting. His role is part of a shared services agreement with the Borough of Pompton Lakes. The unanimous decision to appoint Carelli reflects confidence in his comprehensive background in municipal government, with qualifications as a purchasing agent, municipal clerk, and registrar. Carelli expressed gratitude for the opportunity and looked forward to collaborating with the council and community. The mayor underscored the importance of this appointment, emphasizing Carelli’s experience and the seamless transition anticipated as he steps into his new responsibilities.
The meeting also featured a commemoration of Francesca Ionora, a community stalwart celebrating her 105th birthday. William Beerman, a former president of the Emerson Library Board of Trustees, highlighted Mrs. Ionora’s vast contributions during the public comment portion. He recounted her longstanding service on the library board, where she served as president and was reappointed by successive mayors, an honor not many can claim. Beerman praised her role in the Emerson Centennial Committee and her memorable performance in “The Birth of a Borough” play in 2003.
Mrs. Ionora’s career as a school teacher spanned 29 years, during which she inspired two students to later become mayors. Her dedication extended to community service initiatives, like English as a Second Language programs and a book club. Beerman’s speech, rich in anecdotes and admiration, called on the community to continue honoring her legacy. The mayor acknowledged Beerman’s remarks, expressing appreciation for Mrs. Ionora’s impact on the borough.
The swearing-in ceremony for the 2026 Emerson Volunteer Fire Department officers was another key highlight. Council President Ashley Rice assisted the mayor with administering the oaths. This year’s ceremony was notable for JD Mara’s appointment as the first third-generation fire chief in Emerson, following his grandfather and father. The mayor and council congratulated the new officers, acknowledging their dedication to community safety. Families were invited to join the officers for photographs, adding a personal touch to the proceedings.
Routine business matters followed the ceremonial and celebratory sections of the meeting. The council passed several resolutions as consent items without further discussion, highlighting efficient governance processes. Afterward, the council entered a closed executive session to discuss matters exempt from public disclosure. This session was conducted privately, with the public allowed to remain on the YouTube broadcast until the council returned to open session.
In other reports, Council President Rice conveyed the mayor’s report, touching on various community updates. Residents were reminded about dog and cat license applications due by January 30th, with a grace period extending to February 12th. Commuter parking permits for Emerson Plaza East are available, and the first quarter tax payments were due on February 1st, with a grace period through February 10th. The council also informed residents about the “no knock” registration forms and upcoming senior and community events, such as the Bergen County Utilities Authority’s household hazardous waste collection on March 7th and a mobile shredding day on May 16th.
