The board then turned its attention to an incident at Taco Bell Cantina in Allston, where an altercation between patrons and a missing ISD certificate were discussed. The establishment resolved the certificate issue, and after reviewing video evidence, the board determined the incident was not a violation. However, the board tasked the licensee with providing a late-night staffing and operations plan to enhance neighborhood safety.
Next, the board examined an August incident at Spectrum in Brighton, which involved assaults on police officers and employees. The board found that the staff responded appropriately and determined the incident was unforeseeable, concluding no violation occurred. Another incident at the same location involved overcrowding; the board noted the implementation of new technology to monitor patrons and found no evidence of overcrowding, resulting in no violation.
Further discussions involved Big House LLC, where a failure to call 911 for an intoxicated patron was scrutinized. Despite medical assistance being offered and refused, the board concluded that no violation occurred. Conversely, an incident of public drinking at the Stage at Suffolk Downs led to the board issuing a first warning for the violation and underscored the necessity for collaboration with Boston Police and other services to ensure safe operations.
The meeting also addressed numerous transactional matters, including Golden Stones LLC’s successful application for a common victualer license. A Pizza LLC received approval to change its closing hours for delivery-only services. Manager changes for multiple establishments, including HM Boston LLC and Wani LLC, were approved unanimously without debate.
Significant petitions included changes by Star Markets and Shaw Supermarkets to their officers and directors, both approved unanimously. The Harvard Club of Boston’s similar request received the same treatment. High Street TRS LLC’s management agreement with Stack and Shmere LLC, and SMG Newbury Restaurant LLC’s request for an all-alcoholic beverages license, were both approved, the latter with a commissioner’s abstention on the manager change.
Other notable approvals involved changes to restricted all-alcoholic beverages licenses for establishments like Nightlight Cafe LLC and Witchcraft LLC, which also changed its corporate name to Wicked Craft Co. LLC. Sage Client 415 LLC’s license transfer of the Hotel Commonwealth to Kenmore Square Hotel LLC, including a premises description update, was approved. Eddie V’s Holdings LLC’s license transfer to Craft Food Hall Project Holdings LLC was similarly approved.
The board deferred voting on two new license applications for a future meeting. In the non-hearing transactions segment, a range of new common victual licenses was approved, including IO Sushi and Hisho Sushi, along with Tandoor Tales LLC and Cocoa Coffee. Various changes to existing licenses, such as Alabra Restaurant’s corporate name change and Goldberg Food Enterprises’ capacity increase, were also approved.
Amendments to outdoor patio licenses, such as those for Odabar and Bites, which aligned patio closing hours with interior hours, received unanimous approval. Harvard University successfully petitioned for changes in capacity at its Business School locations.
A new lodging house license for Giri Foxboro LLC, operating as Hotel Ivy, was introduced and approved. Requests for one-day amendments to existing licenses, including extended closing times for events by The Catered Affair, Inc., and American Craft Brewery LLC, were approved. Reggie Rondo LLC’s early opening for St. Patrick’s Day and Workhub Boston LLC’s late closing for a DJ night also received the board’s consent.
