Union County Zoning Board Greenlights Two-Family Home Amid Height and Parking Concerns

Following feedback from an earlier session, the application was revised to reduce the height to 26.8 feet, below the maximum allowable 27 feet, thus eliminating the need for the D6 variance. The proposal still required variances for existing non-conformities, such as minimum lot size and depth, and a new variance for the roof’s pitch, which necessitated a slight flat roof instead of the standard 5 on 12 pitch. These modifications were explained by architect Paulo Dantis, who detailed the structural changes made to comply with zoning requirements while maintaining the building’s design integrity.
In addition to height concerns, parking was a issue discussed during the meeting. Kevin Fo, the engineer from Manta Design, confirmed that the project met parking requirements with adequate garage and driveway spaces. Despite these assurances, board member Miss Little raised concerns about the congested, narrow street where the dwelling would be located. She stressed the importance of encouraging tenants to use the driveway for parking. Property owner Alan Rutan emphasized that the construction would alleviate parking pressures by removing four vehicles from the street, as the current lot was vacant and had been used for dumping. Rutan advocated for the project’s potential to enhance neighborhood aesthetics and safety.
The board engaged in a examination of the project’s implications, including its impact on traffic and parking in the area. Despite recognizing the potential for increased congestion, the board acknowledged that they could not enforce parking behavior but could encourage tenants to use on-site parking. Rutan also clarified his intent to retain the property as a rental, designed to accommodate the parking needs of potential tenants with four designated parking spots.
Board members expressed varied opinions on the project’s merits. Mr. Bengna expressed satisfaction with the revised height compliance, supporting the project. Mr. Graves highlighted the benefits of addressing the vacant lot, while Miss Martins and Mr. Wy praised the design and its potential to remedy the neighborhood’s current eyesore. Miss Scott noted the project’s positive impact on the community’s tax base and overall value.
After extensive discussion, the board reached a consensus to approve the application, granting the necessary variances. The motion was seconded, and a roll call confirmed unanimous support among voting members. The resolution for the project is set to be prepared for March 4th.
In addition to the two-family dwelling project, the board also addressed a resolution submitted by USA Concession Enterprises LLC, which sought to add a wholesale retail component to an existing warehouse distribution center on Springfield Road. The resolution was adopted unanimously after a roll call vote.
