Noise levels from dog barks, projected to range between 80 to 90 decibels, were a point of examination. It was determined that at 400 feet—the distance from the facility to the nearest property line—noise would reduce to approximately 47.5 decibels. This is well below the local noise ordinance thresholds of 50 decibels at night and 65 during the day. The board also discussed additional noise mitigation measures, such as installing sound-absorbing covers on the chain-link fencing surrounding the kennels.

Environmental concerns were also prominent during the meeting, particularly regarding the site’s topography and the impact of grading on stormwater runoff. There was a discussion about the project’s plans to redirect water flow to avoid affecting a nearby wetland area. The new facility’s location, lower in elevation than the current site, will not be visible from West Hanover Avenue due to natural terrain and tree buffers. The project includes plans for curbing to channel water, thereby reducing potential environmental impacts.

Tree removal was another topic of interest, as the project requires adjustments to the existing tree line, primarily impacting smaller trees. Although an exact count was unavailable, there was an acknowledgment of the need to comply with local ordinances that mandate tree replacement. The board scrutinized these adjustments to ensure minimal environmental disturbance.

In addition to the K9 facility, the board approved a synthetic turf field for the Morristown School District. This proposal was deemed consistent with the master plan goals but included recommendations to address environmental concerns, such as tree replacement compliance and proper orientation of portable speakers to mitigate noise impact on residential areas.

The meeting also covered a resolution for Morristown Motors, which requested minor site plan approval and bulk variance relief for installing a generator and electric vehicle charging station. The board unanimously granted the requests with conditions to mitigate potential detriments, including limiting the generator’s testing hours.

The meeting concluded with the board’s decision to carry forward other applications, namely the Piccolo Schoolhouse Road Line and Ford applications, to the next meeting scheduled for March 16, 2026. This postponement was due to requests from the applicants, with consent from the objectors.
