Winter Haven Community Voices Concerns Over Development and Contracting Practices
- Meeting Overview:
At the Winter Haven City Commission meeting on February 9, 2026, community concerns emerged regarding proposed zoning changes and the city’s contracting practices. Public comments highlighted issues with transparency in communication about community developments and the shift in contractor selection methods, emphasizing the need for local involvement and competitive bidding.
The most pressing topic at the meeting was the discussion surrounding Ordinance 026-06, which proposed the contraction of the Villimar Community Development District (CDD) boundaries. This adjustment would reduce the CDD from approximately 583.79 acres to 532.17 acres, affecting lands initially slated for residential development but now designated for commercial use. Residents from the Villimar area voiced concerns about the lack of communication regarding these changes and the potential impact on their community.
Brian Watt, a resident of Villimar, expressed objections to the rezoning, citing inadequate communication and transparency from city officials. He argued that many residents were unaware of the zoning change and feared the introduction of commercial developments could disrupt traffic patterns and community dynamics. Watt emphasized the community’s preference for housing developments over commercial entities, such as multifamily dwellings or automobile dealerships. Echoing these sentiments, Bob Depathy and Vincent Elder shared their frustration with the perceived lack of amenities for families and the potential increase in commercial activities, which they feared would exacerbate existing issues, such as drug-related incidents.
Carol Wheeler raised additional concerns regarding traffic and safety, noting the current road infrastructure’s insufficiency for increased traffic. She highlighted that residents were promised a residential community, not one dominated by commercial enterprises, and expressed dissatisfaction with the direction of development.
In addition to the CDD contraction issue, Scott Short, president of Sinstate Contractors, addressed the commission concerning the city’s contracting practices for water treatment plant projects. Short criticized the city’s move away from traditional competitive bidding towards alternative contractor selection methods. He argued this approach favored out-of-county contractors and could diminish local business opportunities, leading to reduced competition and oversight. Short urged a return to public bidding to ensure transparency and local business participation, referencing a quote from Deputy Mayor Robin Gibson of Lake Wales on the benefits of competitive bidding.
The commission also addressed procedural matters related to public notice requirements for zoning changes. Questions were raised about the adequacy of notification processes, and the city manager clarified that legal obligations had been met, including mailing notices to adjacent property owners and posting signs on the property.
The meeting also included proclamations recognizing local heroes as part of Black History Month celebrations. Miss Angeline Katon Davis was honored for her contributions to nursing and youth mentorship, while Mr. Joe Nathan Halman Jr. was recognized for his service in law enforcement and public administration. The proclamations emphasized their enduring impact on the Winter Haven community.
Furthermore, the commission approved several ordinances and resolutions, including a budget amendment for city office improvements and a public transportation grant agreement with the Florida Department of Transportation for the Airport Commerce Park project. The city manager also introduced a comprehensive One Water master plan aimed at effective water resource management.
The meeting concluded with commentary on recent community events, including a well-attended Super Bowl party and discussions on the importance of water management for Winter Haven’s future. Concerns were expressed about legislative actions from Tallahassee that could impact local governance, with a suggestion that state officials should have experience on city commissions to better understand community needs.
