Sanford City Commission Approves Mall Redevelopment Plan Amid Concerns Over Parking and Landscaping

The proposal aimed to revitalize the area, described as “desolate” and “blighted,” by integrating new construction with existing mall structures, although concerns were raised about parking lot configurations and the reduction of landscape islands.
The commission debated the balance between maintaining green space and accommodating increased parking demands. A representative from Costco highlighted the challenges of adhering to landscape codes without compromising parking space availability, a critical concern given the anticipated demand during peak times. Despite these challenges, the commission approved a comprehensive sign program for Costco, allowing 1,000 square feet of signage to ensure visibility.
Beyond the redevelopment discussions, the commission addressed an appeal concerning the Historic Preservation Board’s denial of a certificate for new construction on Hickory Avenue. The property owner sought to overturn the decision due to discrepancies in the approved and constructed elevations. The commission ultimately voted to approve the appeal, acknowledging the need to balance historic preservation with practical construction needs.
Community concerns also surfaced during the meeting, including noise disturbances and code enforcement related to window coverings. A resident requested permission to keep boards on his windows for noise reduction and energy efficiency, citing the prohibitive cost of replacement. The commission advised continued communication with code enforcement to resolve the issue.
The meeting also touched on the need for consistency in city regulations. A resident expressed frustration over differing standards for public and private properties, particularly highlighting a utility building that lacked required landscaping. The commission acknowledged the disparity and suggested improvements to align public property standards with those imposed on residents and businesses.
In addition to development matters, the commission considered local initiatives and community support. One commissioner proposed allocations from discretionary funds to support a women’s group and an initiative for the unhoused population. There was also a proposal to support a cat show event to promote local business and tourism.
