Southwick Planning Board Discusses New Dog Park and Open Space Initiatives
- Meeting Overview:
The Southwick Planning Board recently convened to discuss several community projects, notably a proposed dog park and open space management plans.
The proposed dog park, presented by Diane Gale of the Friends of South Dog Park, is set to occupy 32 acres off Hudson Drive, integrating wetlands, woodlands, and flatlands. It aims to serve dual purposes: providing a recreational area for dogs and facilitating access to the rail trail. The dog park’s design includes separate sections for large and small dogs, a senior area for elderly dogs and owners, and a “kinder pup” area to acclimate new dogs. Funding for the park is expected to come from third-party grants, private donations, and in-kind contributions, avoiding state or federal grants to expedite completion and minimize costs.
During the discussion, Gale expressed reservations about utilizing Community Preservation Committee (CPC) funds due to federal funding restrictions. Despite precedents like the Wall-E Park project, Gale preferred avoiding CPC funding to streamline processes. Concerns about community reception were addressed, with Gale reassuring that the park aligns with the town’s master plan goals. She also confirmed that 25 of the 32 acres are unbuildable riverfront areas, leaving 10 acres for the park. Maintenance plans include low-maintenance design features and integration into town services.
Questions arose about the impact on local wildlife, with Gale committing to preserving natural areas while allowing public access. The project timeline aligns with Tilcon’s nearing completion of operations, which supports the park initiative. The dog park’s secure fencing and approximate 10-acre size were confirmed, balancing community recreational needs with ecological considerations.
The meeting also delved into the restructuring of committees related to open space and recreation planning. A new ad hoc committee is being formed, with discussions on its composition and the involvement of existing members. The Select Board has renamed the existing committee and called for the creation of this ad hoc group to focus exclusively on the Open Space and Recreation Plan (OSRP). Frustrations were voiced over bureaucratic changes and the challenges in forming committees and attracting volunteers.
The meeting explored the potential application of artificial intelligence (AI) in the planning process. AI’s use in generating reports and supporting planning was discussed, with emphasis on addressing legal and privacy concerns. While AI showed promise in drafting sections of plans, human oversight remains important to ensure accuracy and comprehensiveness, particularly with new requirements like climate change impacts.
Discussions extended to committee composition, emphasizing diverse representation, including the agricultural community and expertise from various sectors. The need for a practical committee size to ensure quorum and effective participation was debated, with suggestions to include members from the parks and recreation and planning boards.
The conversation also addressed the Request for Determination of Applicability (RDA) for the North Pond Planting Project. This involves addressing erosion issues with topsoil and plantings, following state mandates. The planning board will handle the RDA paperwork, underscoring proper governance while managing local government dynamics.
The integration of communication strategies, including survey outreach for the master plan and open space projects, was another focal point. The use of town email addresses and social media platforms like Facebook was proposed for effective public engagement. Updated maps reflecting current land designations were also discussed, with an emphasis on collaborative planning and stakeholder buy-in.
