Minuteman Career and Technical School Committee Approves FY27 Budget Amid Decreased State Aid and Public Absence
- Meeting Overview:
The Minuteman Career and Technical School Committee convened for a public budget hearing to discuss the fiscal year 2027 budget, ultimately approving a $32,432,132 proposal despite decreased state aid estimates. The meeting saw a lack of public attendance, yet committee members emphasized the importance of conducting the session as though a large audience were present. The budget discussion highlighted adjustments following the governor’s budget, including a notable reduction in Chapter 71 regional transportation reimbursements to an 87% rate, which affected the budget calculations.
At the forefront of the budgetary considerations were adjustments due to a revised estimate in state aid, specifically the Chapter 71 regional transportation reimbursement, which was projected at 87%. This reduction had led to a decrease in the anticipated increase in member town assessments, from 2.89% to 2.44%. The budget proposal for the upcoming fiscal year was set at just under $33.5 million. Operating expenses were estimated at just under $26.5 million, representing a 3.84% increase.
Key cost drivers included health insurance expenses, expected to rise by double digits. The commitment to maintaining staffing levels and educational quality was underscored by a collective bargaining agreement promising a 3% salary increase for staff, along with step increases. Capital stabilization remained a focus, with a proposal to contribute $150,000 to this fund to address future capital needs without imposing additional assessments on member towns.
The meeting also covered the MSBA recommissioning project, which would evaluate building systems at no cost to the school, helping to inform future capital decisions. Updates on the Other Post-Employment Benefits (OPEB) trust fund balance were provided, aligning with recommendations from the advisory group established in 2021. A proposed contribution of approximately $1.2 million to the OPEB fund was presented, representing about half of the active health insurance costs and half of the trust fund contribution for future needs.
Enrollment data was reviewed, showing 657 students, 615 from member towns and 42 from non-member towns. The data matched the foundation enrollment in the governor’s budget, including four post-secondary students. Clarification was given regarding the differences between the foundation enrollment figures and the presented charts, which focused solely on high school students in grades 9 through 12.
The discussion transitioned to a comparison of FY27 preliminary assessments against FY26 final assessments, showing an overall increase of 2.44%, with a four-year rolling average rise of 3.2%. The budget calculations were based on the minimum required contribution and adjusted according to the four-year average once the governor’s budget was released, affecting several member towns’ contributions.
The finance committee had previously voted to recommend three actions at the upcoming school committee meeting following the public hearing. These included approving the total budget, confirming the preliminary assessments based on the governor’s budget, and authorizing the withdrawal of $650,000 from the excess and deficiency fund. The latter amount awaited state certification, with plans to revisit it for an official vote once confirmed.
Despite the absence of public inquiries during the session, committee members reaffirmed their intention to engage with member towns and their finance committees. A procedural point was raised about keeping the meeting open for an additional half-hour to accommodate any late public arrivals, to which the chair agreed.
Upon concluding the financial presentations, a motion was made to approve the FY27 budget as presented, followed by a roll call vote. Comments during the meeting emphasized the critical nature of regional transportation funding for regional districts and acknowledged that the budget had undergone multiple reviews prior to the meeting.
