Longmeadow School Committee Advances Middle School Project Amid Budget Discussions and Energy Innovations
- Meeting Overview:
During a recent Longmeadow School Committee meeting, progress was made regarding the Long Meadow Middle School project. Discussions focused on finalizing the project budget, selecting proprietary items, and approving the design development package for submission to the Massachusetts School Building Authority (MSBA). The meeting also highlighted potential energy savings through a photovoltaic system, which could cover up to 70% of the building’s electrical needs, and the financial implications of this sustainable approach.
The committee achieved a milestone by unanimously approving the total project budget, as well as the design development package. The budget discussions were detailed, with reconciliation processes confirming that the construction cost estimate stands just below $119 million, maintaining a slight surplus under budget. This surplus negated the immediate need for value engineering, allowing the project to retain its proposed features.
A significant portion of the meeting was dedicated to the selection of proprietary products for the school construction, which required a specific vote from the building committee. This decision involved choosing select brands for items like access control systems, security cameras, and building management systems. Concerns were discussed regarding how these proprietary choices might impact cost competition, yet it was noted that competition among vendors offering the same products would help mitigate potential cost increases.
In addition to these decisions, the committee explored the hiring of an irrigation consultant and a structural peer review. The irrigation consultant, proposed at a cost of $20,350, would assist in establishing an irrigation system using groundwater. This initiative aims to maintain the school’s sod and plants long-term. Meanwhile, the structural peer review, costing $6,000, would provide an independent assessment of the structural engineer’s work.
The meeting also addressed energy efficiency innovations, particularly the proposed photovoltaic (PV) system. This system is designed to reduce the building’s energy usage, with a potential Energy Use Intensity (EUI) reduction to approximately 11. The financial implications of this installation were discussed, with potential payback periods of around ten years, which could be advantageous given the expected 50-year lifespan of the project.
Further topics included the project’s submission of design development documents to the MSBA, which comprises a comprehensive package of drawings, specifications, and consultant feedback. This submission is vital for maintaining transparency and updating the MSBA on the project’s status. The committee also emphasized the importance of attending upcoming public meetings with the planning board and zoning board of appeals (ZBA) to navigate final project hurdles.
The meeting concluded with a look ahead to the next steps. This method allows some construction activities to begin before the complete design package is finalized, offering a four-month advantage. The committee scheduled its next meeting for March 11.
