International Falls City Council Advances Deer Feeding Ban; Discusses Community Projects
- Meeting Overview:
During the February 17, 2026 meeting of the International Falls City Council, discussions took place regarding a proposed ordinance to prohibit deer feeding within city limits, updates to the city’s emergency response plan, and various community projects, including the design and bidding for a new bandshell structure.
The council focused considerable attention on a proposed ordinance to prohibit deer feeding. This topic sparked substantial discussion due to recent incidents involving deer being hit by vehicles. Concerns were raised about the need for a comprehensive enforcement plan before moving forward with the ordinance. One council member highlighted the frequency of such incidents, noting conversations with an insurance agent about the numerous occurrences within a short period. Another council member echoed these concerns, emphasizing that enforcement should not solely fall on the already burdened police department. The consensus was to return the ordinance to the legislation and land use committee for further study, specifically to clarify enforcement mechanisms. The council acknowledged the public’s ability to initiate a petition if immediate action was desired.
In addition to the deer feeding ordinance, the council discussed proposals from Bolton and Mink to update the city’s emergency response plan and risk and resilience assessment. These updates are mandated by the U.S. Environmental Protection Agency under the Safe Drinking Water Act, requiring reviews every five years. The council quickly approved both proposals, with confirmations that they align with drinking water management goals.
The council also addressed the preliminary design and authorization for bidding on the replacement of the bandshell structure. Emphasizing the importance of a solid plan, one council member noted that the bidding process would provide an opportunity to assess project feasibility and budget alignment. The motion to proceed with the design and bidding received unanimous support.
Chief Wley’s discussion of the upcoming National Night Out event underscored its significance as a community gathering, with Smoky Bear Park slated as the venue. Despite concerns about potential conflicts with the ongoing bandshell project, Chief Wley expressed optimism about accommodating both the event and construction activities. The council approved the use of Smoky Bear Park for the event, noting its positive impact on community relations, particularly among youth.
The discussion of community events continued with a request from Nancy Peterson, representing the International Falls Bass Championship, for the use of Smoky Bear Park during the tournament scheduled from August 25 to 30. The council approved the park usage and also adopted a resolution for a temporary on-sale liquor license for the event. Peterson’s request to block off a section of Second Street for anglers’ vehicle parking was advised to be submitted in writing for future consideration.
The meeting included a proposal to change police vehicle decals as old vehicles are rotated out and a declaration of two police vehicles as surplus property, with plans for their sale through Enterprise Rental. Proceeds from the sales are to benefit the police department’s capital outlay. Additionally, the council authorized the hiring of two full-time patrol officers to address recent staffing challenges, emphasizing the importance of maintaining adequate service levels amidst retirements.
Public comments during the open forum brought attention to potential regulations for electric bikes and scooters, with Lois Lundine suggesting the inclusion of scooters due to their increasing presence and safety concerns. She also expressed appreciation for the council’s actions on the deer feeding ordinance while advocating for clarity in enforcement language to mitigate risks associated with property access by city employees. The council acknowledged her input and agreed to consider her suggestions for ordinance amendments.
