Pasco County Council Faces Zoning Controversies and Approves Cancer Research Funding

The neighborhood’s residents expressed strong opposition to the presence of mobile or modular homes, citing concerns about property values and community aesthetics. Joan Theo and Dora Wells, residents of Valamar Road, voiced their frustrations, claiming that the introduction of such homes would undermine the area’s zoning integrity and diminish property standards. They urged the council to enforce existing zoning laws strictly to preserve the neighborhood’s character.
The council ultimately decided to explore keeping the mobile home temporarily while preparing for its replacement with a modular home if necessary. They directed staff to ensure that the transition would be executed to minimize additional costs.
In another major development, the council approved an economic incentive request from the Moffett Cancer and Research Center. The request involved a $21 million commitment from the county to support a $228 million capital project at the Spiro’s campus. The funding is intended to act as a local match for a U.S. EDA community development block grant, aimed at supporting a five-project scope, including a manufacturing and treatment facility for radio immunology research.
David Engel, the Planning and Economic Development Director, outlined the funding structure: $42 million from Moffett, $21 million from the county, and nearly $50 million from the EDA. The project promises significant economic benefits, including high-wage job creation and a stable supply chain for cancer treatments and national defense. The council members sought assurances about the return on investment and the project’s alignment with the county’s economic goals, while praising the strategic importance of radio pharmaceuticals in cancer treatment.
Public comments during the meeting highlighted concerns over a proposed road construction project near a local grade school in the Bud Beexley area. Residents expressed apprehension about traffic safety, wildlife crossings, and the potential impact on the community’s tranquility. A suggestion was made to construct a parkway connecting the Sun Coast Parkway to the area near the outlet malls as a more efficient solution.
The council also addressed environmental and community health topics, including a tree ordinance aimed at preserving the tree canopy and mitigating climate change impacts. Public comments emphasized the urgency of action, with residents advocating for stronger tree preservation measures to protect the county’s natural beauty and environmental health.

As the meeting concluded with discussions on the comprehensive plan amendment for the Elite 52 PD development, residents of Pilot Country voiced concerns about its density and potential impact on privacy and property values. The council approved the amendment for further review, with plans for additional community engagement and regulatory compliance checks to ensure the development aligns with local standards.
