Kicking off the holiday season, the latest Belmar Borough Council meeting saw the approval of a $484,000 grant from the New Jersey Department of Transportation. While the grant was the highlight, another notable discussion point was the proposal for cat licensing. Councilwoman Caitlin Donovan raised questions about the necessity and potential harm of such a scheme, citing concerns over collars and the minimal revenue anticipated from cat licensing. Councilwoman Maria Rondinaro echoed Donovan’s sentiment, adding that the implementation costs of such an ordinance may outweigh the potential revenue. The council eventually decided against the cat licensing proposal and instead reminded dog owners to ensure their pets are licensed.
Infrastructure was another key topic with discussions around ordinance 2023-21, a bond related to the marina. Councilwoman Dr. Jodi Kinney highlighted the importance of this ordinance for potential revenue from additional slips at the marina. The council also introduced and approved another bond ordinance to reappropriate $400,000 in excess bond proceeds for further marina improvements.
In the public session, residents raised concerns about a building near the Belmar Arts Center, funding for site remediation, and timelines for the renovation of the Taylor Pavilion. The council assured residents that all concerns were being addressed and explained that some projects, such as site remediation, were federal matters that could take longer than anticipated.
Street paving plans for the next six months were also discussed, with the council explaining that the focus would be on water and sewer lead pipes. The importance of replacing lead service lines was emphasized, and the council noted ongoing discussions to prioritize needs based on a capital plan.
Finally, the council discussed transitioning records from paper to a GIS database, with a focus on prioritizing lead line replacement and addressing infiltration issues in the sewage system. Plans for a path around Lake Como, verification of handicap parking spots, traffic safety around 800 Main Street, and feasibility of bicycle Fixit stations were also touched upon.
