Faribault School Board Faces Criticism Over Communication Amidst Immigration Enforcement Concerns
- Meeting Overview:
The Faribault School Board meeting on February 17, 2026, tackled various issues, including the approval of a tax increment financing (TIF) plan, a call for enhanced communication strategies concerning immigration enforcement impacts, and a vote of non-concurrence by the Native American Parent Advisory Committee (NAPAC) on the district’s American Indian Education Program Plan.
The meeting’s most discussion revolved around the district’s response to heightened immigration enforcement and its impact on local families. Former parent and school board director Courtney Cavalier sharply criticized the district’s communication strategies, highlighting a lack of timely and supportive responses to families affected by immigration enforcement. Cavalier pointed out that nearly 200 community members had sought information and support, expressing disappointment that the district did not issue a public statement of support for affected families. She emphasized that “impact matters more than intent” during times of heightened fear and urged the district to evaluate its communication strategy to better support vulnerable families.
In a related public comment, Carolyn Treadway, an advocate for Faribault Schools, echoed these sentiments, emphasizing the need for concrete measures to ensure the safety of children whose parents are at risk of ICE apprehension. Treadway highlighted that such measures could include door-to-door transportation to alleviate parental anxiety. She criticized the district’s communication with Latino families as inadequate and called for more intentional efforts to build trust and provide support.
Additionally, the board addressed a significant tax increment financing (TIF) proposal for a market-rate housing project, known as Riverchase 2. The project aims to address the area’s housing shortage, with a market vacancy rate below 3% for two years. The TIF plan would support a 76-unit development, generating tax revenue that would not exist without this investment. The proposal passed with a vote of 5 to 1, despite concerns about the school board’s involvement in housing issues and skepticism about the project’s impact on student achievement.
The meeting also included a vote of non-concurrence issued by the Native American Parent Advisory Committee (NAPAC) regarding the district’s American Indian Education Program Plan. The committee’s recommendations included strategies to improve parent participation, meeting accessibility, and cultural representation in the curriculum. The board is required to respond to these recommendations within 60 days, with specific SMART goals submitted to guide collaborative efforts.
In other discussions, the board approved a new position for a behavior facilitator to address challenges related to student disabilities and behavior management. The position is intended to provide proactive support for both special and general education students, funded through special education funds, thus avoiding an increase in costs to the general fund.
The board also considered a request for a full-time college and career navigator, funded by grants, to alleviate the workload on the current coordinator responsible for managing American Indian education initiatives. Despite some board members expressing concerns about the continuous addition of administrative roles, the position was approved.
Finally, the board addressed the approval of overloads for the Faribault Online Academy (FOA), prompted by an influx of students seeking online education. The request passed with a vote of 4-2, despite some dissent regarding the efficacy of online education compared to traditional classroom settings.
