Winter Haven City Commission Explores Public-Private Partnerships for Key Infrastructure Projects
- Meeting Overview:
The Winter Haven City Commission meeting focused on several infrastructure-related initiatives, including the use of Public-Private Partnerships (P3s) for a new parking garage and developments at Bradco Farms, the selection of Wharton Smith for construction projects using the Seymar delivery method, and the purchase of police vehicles. The commission also discussed leasing school buses for summer programs and addressed budget amendments for ongoing projects.
A significant portion of the meeting concentrated on the Public-Private Partnership model, a method increasingly being explored by the city for infrastructure projects. This approach, which has recently gained legislative support in Florida, allows for both solicited and unsolicited proposals from private entities, presenting a more flexible negotiation process compared to traditional procurement. An example discussed was a new parking garage project, initiated by an unsolicited proposal from a private entity. Under this model, the private entity would design, finance, and construct the facility, with ownership transferring to the city upon completion. This method reduces the immediate financial burden on city resources, although the city remains responsible for costs at the project’s conclusion.
A proposed public safety complex in Southeast Winter Haven was cited as a potential candidate for a solicited P3, where a developer could provide land and construction services tailored to city requirements. The dialogue also touched on mutual benefits for the school district through P3s.
In addition to P3s, the meeting examined the Seymar delivery method, recently adopted by the city for various projects. This hybrid approach combines traditional and design-build methods, involving contractors early in the design phase. The city manager outlined the advantages of this method, aiming for cost savings and accurate budgeting by fostering collaboration between engineers, architects, and contractors. Wharton Smith was selected as the contractor for two projects under this method, expected to include preconstruction services and a fee based on the total project cost. The commission noted the potential of this method to enhance efficiency and cost management, particularly in regulatory-constrained environments like water supply.
Another notable topic was the commission’s approval of a proposal to purchase four new police vehicles from Coco Ford, Inc. This acquisition follows an earlier purchase of 33 vehicles and addresses the replacement needs of a totaled car and an unserviceable Impala. Additionally, two vehicles will be added for captains who previously used leased vehicles, and a marked unit will be included in the city’s fleet. This purchase aims to address fleet shortages resulting from accidents.
In the realm of community services, the commission approved a proposal to lease four school buses from the Polk County School Board for the Parks, Recreation, and Culture Department’s summer youth program. The buses will transport approximately 340 students for various activities from June 1st to August 7th at a cost of $150 per mile. This annual arrangement supports the department’s efforts to facilitate youth engagement in recreational and cultural activities.
The meeting also addressed budget amendments required for ongoing projects. The first amendment concerned the rail spur project, with an estimated total cost of $3.3 million, partially funded by state contributions and private partnerships. Another amendment involved renovations to the city hall annex, with a guaranteed maximum price of $4.021 million, necessitating an additional $2 million to be amended into the current budget. A final amendment allocated funds for fire alarm improvements at the police department, estimated at $58,000.
