Acushnet Planning Board Tackles Stormwater Management and New Storage Facility Plans
- Meeting Overview:
The Acushnet Planning Board meeting was marked by continued discussions on stormwater management issues and the review of a significant new proposal for a commercial storage facility.
The board devoted considerable time to the ongoing stormwater management difficulties on Main Street. This issue, characterized by ponding and drainage problems, has persisted since the project’s inception, exacerbated by the absence of municipal drainage systems along Main Street. A representative from the Department of Public Works (DPW) had previously visited the site, noting the elevation differences that make it unlikely for water to flow from the project area into neighboring properties. However, neighboring residents have been affected by flooding, prompting discussions about implementing a collector pipe system along Main Street and Leonard Street to alleviate the issue.
Tensions ran high as board members expressed frustration over the lack of progress.
The applicant for the project, Jennifer Dukette, assured the board that she had secured fire chief approval for the fire lane, a previously raised concern. Despite this, board members remained skeptical of the proposed solutions, urging for more concrete proposals in the upcoming meetings. There was a recognition that resolving the stormwater management issues required a collective effort, with suggestions for a third-party engineering review to validate any proposed solutions.
In parallel, the board addressed a new project proposal by Chris Ciano of Meet in the Middle LLC, involving the construction of a single-story commercial storage building on Middle Road. The proposed facility includes office space, a contractor’s yard for material storage, and a four-bay garage. The site design incorporates a stormwater detention basin and a septic system compliant with town regulations. The presentation highlighted measures to minimize visual impact, such as constructing an earthen berm and planting Leyland cypress trees along Middle Road.
During the review, board members raised questions about the project’s compliance with conservation regulations, particularly regarding grading and drainage work within a 100-foot buffer zone. The applicant clarified that these activities are permissible under existing wetlands regulations. The board was informed that a revised plan would be submitted post-discussions with Merrill Associates, retained for project review, and following a conservation hearing.
Discussion also centered on ensuring compliance with zoning requirements before proceeding, with assurances that pavement specifications would meet heavy-duty standards to prevent tracking of debris during construction. The board and applicant agreed to continue the public hearing until the next meeting, allowing time for necessary adjustments.
Finally, the board considered a request for minor modifications to a solar project on Main Street. The modifications involved relocating emergency spillways and offering a monetary contribution in lieu of tree replanting. Project representatives proposed a $7,500 payment as compensation for the removal of approximately 75 trees, a figure calculated based on methodologies used in nearby Rochester. After deliberation and confirmation of conservation approval, the board accepted the payment proposal and approved the spillway modifications.
