Brainerd Planning Commission Approves Dermatology Clinic Permit and Evaluates Comprehensive Plan Proposals
- Meeting Overview:
The Brainerd Planning Commission, at its latest meeting, approved a conditional use permit for a proposed dermatology clinic on TC Drive and deliberated on comprehensive plan proposals from consulting firms. The commission also examined a variance request for setback requirements by Superior Fuel Company and addressed updates on various city planning initiatives.
The most prominent discussion revolved around the approval of a conditional use permit for a dermatology clinic proposed at 1410-1424 TC Drive. The clinic aims to establish a two-story structure with a footprint of 4,941 square feet, requiring 65 off-street parking spaces, which exceeds the current zoning ordinance allowance of 33 spaces without a permit. The applicant justified the parking needs based on the anticipated number of providers and patients, supported by an aerial survey that aligned with usage patterns of similar facilities. The clinic’s development is consistent with the city’s comprehensive economic development goals, emphasizing infill and redevelopment.
The applicant, Christina Britain, a dermatologist in Brainerd for 14 years, highlighted the significant growth of her practice, necessitating a larger facility. She emphasized the need for adequate parking to accommodate patients and staff and mentioned that the building’s design allows for future expansion. The planning commission reviewed the proposal thoroughly, with inquiries about compliance with city lighting standards and the potential for future expansion involving additional tenants. The motion to approve the conditional use permit was passed unanimously, and the decision will be forwarded to the city council for final approval.
Another agenda item was a variance request for setback requirements associated with a property owned by Superior Fuel Company. The proposal sought to reduce the rear yard setback from 30 feet to 13 feet for existing storage buildings, intending to subdivide the property for future mini-storage development. The commission noted that existing structures could not be relocated due to a state fire code requirement for a 50-foot property line setback from a fuel storage tank. Given the alignment with nearby mini-storage facilities, the commission recommended approval of the variance request, which also passed unanimously and will be presented to the city council.
The meeting also covered a review of proposals for updating the comprehensive plan, with three consulting firms being considered. The commission evaluated the proposals based on criteria outlined in a request for proposals (RFP), opting for a ranking system to determine the preferred applicant. Members expressed mixed sentiments about the proposals, with some commissioners favoring the Swanson and Hazcamp proposal due to their previous work with the city and their emphasis on engagement with the planning commission. The commission ultimately accepted the rankings, recommending Swanson and Hazcamp as the top choice, followed by Bolton and Mink, and then WSB.
During the staff reports, an update was provided regarding a meeting with the Minnesota Department of Natural Resources concerning the Shoreland district update. An approval letter from the DNR is expected by the March meeting, in time for a public hearing. Additionally, discussions included an orderly annexation agreement with the county for properties along Riverside Drive, an area with existing municipal utilities but inconsistent boundaries.
Commission members also highlighted the positive public engagement observed in previous meetings, noting that citizen involvement is crucial in the planning process. There were discussions about the proposed Shoreland overlay district, which is consistent with Crow Wing County’s regulations, and the city’s approach to data center regulations, which has attracted interest from other local governments.
