Minnetrista City Council Denies Interim Use Permit Amidst Development Debates

The applicant criticized the council’s approach. Despite these arguments, the council voted 4-1 to deny the application, citing inconsistencies with current zoning regulations.
In tandem with land use debates, the council discussed several comprehensive plan amendments, focusing on areas south of Highway 7. A significant portion of the meeting centered on a proposal to re-guide 162 acres from urban reserve to residential low-medium density, expanding the Metropolitan Urban Service Area (MUSA). This amendment aims to meet the Metropolitan Council’s density requirement of 3.5 units per acre. The Planning Commission had previously recommended approval, noting public concerns about traffic safety and highway access. The proposal is part of a broader strategy to address the city’s housing inventory, with further steps required for review by the Metropolitan Council.
Another property near Highway 7, referred to as the Karate property, was highlighted for its potential due to its location and accessibility to city services. Development challenges include a larger-than-expected conservation easement, affecting available land for development. The developers are in talks with the Minnesota Department of Transportation (MnDOT) to conduct a traffic study, addressing resident concerns about increased traffic and the loss of rural character.
The council also tackled the topic of street improvements, approving a $2.7 million bid for the 2026 street improvement project. The project will involve milling overlays, full-depth removals, and curb repairs, with specific attention to Game Farm Road. The project is largely funded through the city’s street improvement fund, state aid, and special assessments, which will be capped at $10,000 per parcel.
In addition to development and infrastructure discussions, the council addressed issues related to water billing and fire department operations. Following a resident’s request for a water bill adjustment due to a malfunctioning water softener, the council decided against a formal policy for adjustments, opting to handle cases individually to prevent setting a precedent that could lead to numerous claims.
The council also reviewed a budget reconciliation request from the St. Bonnie Fire Department, deciding to apply a surplus toward contractual obligations rather than the reserve fund. The decision considered the potential for unforeseen expenses, such as the hiring of a new fire chief, and the need for responsible taxpayer fund management.
