Miami Beach Commission Tackles Permitting Hurdles Amid Economic Growth Opportunities

Building Director Vince Seahas presented an overview of the progress made in the permitting system, detailing the reduction of permit types from 250 to 150 and improvements in permit intake times, which decreased from an average of 2.5 days to under one day for initial submissions. Despite these advancements, the review cycles for building permits remain a concern, with some extending to as many as 20 or 23 cycles. The commission reiterated the goal of limiting reviews to one to three cycles.
The meeting also explored the significant challenges posed by incomplete applications, which often lead to unnecessary reviews and delays. The commission discussed implementing a tracking system for incomplete submissions to better understand these issues. It was noted that incomplete submissions, often due to missing information, drain resources and contribute to backlogs. A participant suggested improvements in communication with applicants about incomplete submissions, proposing email notifications and phone calls to clarify issues promptly.
A proposal was introduced for a “cure period,” allowing a 24 to 48-hour window for applicants to correct minor deficiencies without restarting the entire review process. This suggestion was well-received, with participants acknowledging that most failures after the second or third cycle are administrative rather than substantive. The idea of maintaining the same reviewer throughout the process was also discussed to ensure continuity and reduce inconsistencies.
The meeting further delved into the challenges faced by the hospitality sector due to the permitting process. Steven Polasar, an attorney and chairman of the nightlife task force, highlighted the cumbersome nature of the current system, noting that it deters potential investors from opening businesses in Miami Beach. Polasar advocated for a reevaluation of the permitting process, particularly for commercial ventures, and suggested that the private and public sectors collaborate to streamline procedures. He proposed a separate program for restaurant permits, addressing the unique complexities they face.
Communication between applicants and city reviewers was a recurring theme, with participants calling for clearer and more transparent interactions. A participant noted the ambiguity often encountered in reviewers’ comments, which can result in delays when applicants must restart the submission cycle.
The meeting concluded with discussions on the current permit processing software, referred to as “intergov.” While the system fulfills its purpose, it lacks advanced features that could enhance the permitting process. The commission expressed interest in exploring alternative options in the future but did not propose immediate changes.
