Leesburg City Commission Faces Public Backlash Over Proposed Development Projects

Speakers stressed the need for consideration of local wildlife, such as bald eagles and gopher turtles, and criticized the absence of input from the Florida Wildlife Commission. The preservation of the rural atmosphere was a recurrent theme, with residents like Kayla Phillips pointing out the discrepancy between the proposed development and the community’s established low-density zoning. She, along with others, questioned the feasibility of ensuring safety for pedestrians, especially children, crossing busy highways.
In addition to the PUD project, the commission reviewed another proposal concerning the annexation and development of a 9.26-acre property north of Dewey Robbins Road. This project also faced resistance from the community, who argued that the density of the proposed 26 single-family residences was incompatible with the tranquil and spacious nature of the area. The Planning Commission had recommended disapproval, citing a tie vote which was interpreted as a loss. Residents like James Matthew Rail voiced concerns about misrepresentation of the land’s suitability for such development, worrying about noise and privacy issues. Lori Brown echoed these sentiments, calling for the maintenance of larger lot sizes to preserve the community’s character.
This proposal, although passed unanimously, was part of broader considerations about balancing development with community needs and environmental preservation.
Adding to the evening’s agenda was the financial plight of the Deaf Service Center of Lake County, brought to the commission’s attention by Kimberly Shook. She highlighted the funding gap caused by the loss of revenue from the Bikefest event, which previously supported essential services for the local deaf community. Shook appealed to the commission for assistance in stabilizing funding, urging the exploration of alternative fundraising opportunities or partnerships.
In addition to development issues, the city attorney updated the commission on a lawsuit involving the shuffleboard club, which had transitioned its claim from a written to an oral lease agreement. The city maintained its stance, arguing that any oral lease would contravene Florida law.
Despite the contentious nature of the meeting, the commission also noted community events and initiatives, such as volunteer opportunities for a pollinator garden at the library and successful events like the Blues and Barbecue festival.
