Monroe Planning Board Tackles Affordable Housing Compliance Amid Legislative Changes

The newly designated sites included a fully age-restricted project on Buckaloo Avenue with 67 units, of which 20 are affordable, a site on the eastern border with Manalapan comprising 100 units with 22 affordable, and a development on Route 33 near East Windsor with a total of 186 units, including 37 affordable ones. These changes necessitated amendments to the previous plan, which Christine Bell, the affordable housing planner, elaborated upon. She explained the removal of 70 credits from the Cranberry Care Center due to objections from Fair Share Housing Center, prompting questions about the township’s compliance and strategy for securing alternative credits.
Despite these challenges, the board successfully counted 43 additional units from existing facilities like Veterans Housing, Rockley Manor, and Jamesburg Manor, along with 13 units from Monroe Village. The board expressed a desire to resolve these issues promptly and move forward with compliance, acknowledging that the housing judge sided with Fair Share Housing over the Cranberry Care Center dispute. The public portion of the meeting regarding the housing element saw no comments, leading to the unanimous adoption of the revised housing element by the board members present.
Subsequent discussions focused on two ordinances, O-2-2026-003 and O-2-2026-004, introduced by the township council to amend the zoning code. These ordinances were designed to facilitate the development projects discussed. The amendments were deemed critical for compliance with the Fair Housing Act, with a looming deadline of March 15 for adoption. The ordinances aimed to streamline the process for affordable housing initiatives.
The board reviewed these ordinances for consistency with the newly adopted master plan, recommending their approval to the governing body. The public portion for these ordinances also yielded no comments, allowing the board to vote on the first ordinance, O-2-2026-003, which passed unanimously. A resolution to memorialize this action received similar unanimous support. The second ordinance, O-2-2026-004, followed the same process, with the board passing a recommendation unanimously and approving a resolution to memorialize the decision.
In addition to affordable housing, the board discussed a potential executive session to receive an update on litigation involving federal business centers and the planning board. Following a motion to enter closed session, the board returned to approve a settlement discussed during the session, which also received unanimous support. A resolution memorializing this decision was subsequently approved.
