Chatham Zoning Board Approves Home Construction Amid Height and Mass Concerns
- Meeting Overview:
In a meeting characterized by detailed deliberations and public input, the Chatham Zoning Board of Appeals approved an application for the demolition and reconstruction of a home on Florence Drive, while also addressing various other zoning requests. The approval came despite concerns about the proposed height and mass of the new structure, with the decision hinging on modifications that reduced the building’s height and adjusted design elements.
The application for a property on Florence Drive, presented by Daryl G. Messier and Deborah J. Messier with representation from Thad Eldridge and architect Peter McDonald, sought to demolish an existing dwelling and construct a new home. Although the proposed structure complied with bulk and dimensional requirements, the project was classified as a substantial alteration under Massachusetts law, necessitating a special permit. The existing lot was non-conforming, with 8,729 square feet in an R20 zoning district that requires 20,000 square feet, further complicating the approval process.
A core point of contention was the height of the proposed building, initially set to reach 27 feet, just below the 30-foot maximum allowed. Architect McDonald presented revised plans that reduced the building height by 18 inches, adjusting the pitch of the roof from 13 to 12 and lowering the bedroom wing’s ceiling height. These changes aimed to address the board’s concerns about the building’s mass and its impact on neighborhood aesthetics. Public feedback highlighted differing perspectives; a resident voiced concerns about the height, suggesting it would overshadow other homes, while Eldridge argued that the design was consistent with the neighborhood’s mixed architecture of single and two-story homes.
Board members acknowledged the design adjustments, including inset dormer windows intended to reduce the perceived mass. However, the change from two to three dormer windows, necessitated by egress codes, was noted as potentially counterproductive to the mass reduction efforts. Despite ongoing concerns about the building’s mass and its fit within the neighborhood character, the board ultimately approved the application with standard construction conditions. The decision underscored the balancing act between individual property development desires and the preservation of neighborhood aesthetics.
The meeting also addressed other zoning issues, including a proposed residential project on House Lane that exceeded the 15% lot coverage requirement. The project sparked debate about the implications of increased lot coverage on small lots and the potential precedent it might set. The board reviewed the neighborhood’s context, noting that several nearby properties similarly exceed coverage limits. Concerns were raised about the proposed home’s height and mass, as it would increase the ridge height by approximately eight feet compared to the existing structure. Despite recognizing the need for neighborhood development, some board members were uneasy about the increased coverage and potential impacts on neighborhood character. The case was continued for further discussion in an upcoming meeting.
Additional applications included the installation of an exterior generator for the James A. Doyle Revocable Trust, requiring a setback variance. The generator’s necessity was justified by its role in supporting a sewer pump during power outages. The board found the proposed installation logical and non-detrimental, approving the application unanimously after minimal public opposition. Similarly, a heat pump installation on Diane Drive received approval. The project, which required a special permit due to its location in a coastal conservancy district, complied with flood zone regulations and garnered neighbor support, leading to a unanimous board vote in favor.
