Minneapolis Zoning Board Approves Parking Variance to Preserve Historic Property
- Meeting Overview:
In a recent meeting, the Minneapolis Zoning Board approved a contentious variance request for a historic property at 2045th Avenue Southeast, allowing modifications to parking regulations despite initial staff recommendations for denial.
The focal point of the meeting was an application concerning a property with a historic carriage house dating back to 1876. The property owners sought a variance to establish a new parking pad on the northwest side of their home, facing Fifth Avenue Southeast. The existing parking regulations necessitate that on-site surface parking should not be positioned between a principal structure and a street, which the proposed parking pad would violate. The applicants argued the impracticality of using their current carriage house for parking due to its inability to accommodate modern vehicles and accessibility issues caused by the property’s steep topography.
Public commentary featured support from the East Bank Neighborhoods Partnership, which highlighted the difficulties of street parking in the university area. They advocated that the variance would help mitigate parking challenges. However, city staff recommended denying the variance, noting that while the topographical challenges were unique, the carriage house remained a feasible option if retrofitted. Their recommendation focused on adhering to the zoning code’s intent to minimize visual disruptions by keeping parking concealed behind structures.
Discussions among board members revealed inquiries into the logistics of modifying the curb cut and whether additional variances would be required if the carriage house was retrofitted. Clarifications were provided that such modifications would require administrative review and approval from the Heritage Preservation Commission but would not necessitate further public hearings.
The board also deliberated on the structural integrity of a limestone retaining wall integral to the carriage house. Adjustments to this wall might be necessary to facilitate access for modern vehicles, raising concerns about the impact on the historic structure’s foundation. The property owners emphasized the need to preserve the historic elements while enhancing accessibility. They argued that the variance was necessary not only for their property’s functionality but also to preserve its historic character.
Board members expressed differing views on the staff findings. Some acknowledged the report’s comprehensiveness but recognized the unique constraints presented by the historic property and its topography. A motion was made to reject the staff’s findings and approve the variance request, contingent upon the elimination and restoration of the existing curb cut to a normal street condition. The motion passed with four votes in favor and one abstention.
In addition to the primary agenda item, the meeting included updates on upcoming board candidates and the resolution of a prior appeal involving a corner side yard fence, which had been denied by the board and upheld by the full council.
