Bridgewater Planning Board Approves Affordable Housing Ordinances Amidst Development Debates

The project includes a four-unit apartment for disabled veterans and an eleven-unit building for low- and moderate-income families. Mr. Fischer confirmed that the site, spanning approximately 1.55 acres, is free of environmental constraints and strategically located between residential and commercial zones.
A key point of contention arose around stormwater management for the proposed development. The plan involves removing approximately 1500 cubic yards of soil to accommodate storm basins and building basements. Two bio-retention basins are designed to handle site runoff, with assurances provided that the design complies with stormwater management regulations. However, concerns lingered over potential water pooling in specific areas and the effectiveness of the grading plan in directing runoff into designated basins. The applicant committed to preparing an operation and maintenance manual as a condition for approval.
Parking provisions for the development were another focal point. The plan meets Residential Site Improvement Standards (RSIS) with the inclusion of 31 parking spaces across the two buildings. Nonetheless, board members expressed concerns about the adequacy of handicap spaces, given the intended tenants. Additionally, the staged installation of electric vehicle (EV) charging stations raised questions about future infrastructure readiness. The ordinance allows a phased approach to EV installations, prompting a dialogue on practicality and compliance.
The meeting also addressed the placement and accessibility of a trash enclosure near a handicap parking spot. Concerns were raised about whether parked cars would obstruct waste management trucks. The board discussed potential adjustments to ensure unimpeded access during trash collection.
Tree removal and landscaping plans were scrutinized, particularly the proposed removal of 93 of 112 trees on-site. The developer plans to replace 33 trees, short of the required 39, with discussions revolving around the feasibility of additional plantings. The board weighed the visual impact of exposed soil during construction and the potential for preserving some century-old oak trees.
Access to the site from Cornell Boulevard, as opposed to Route 202, was justified by better accessibility from a residential neighborhood. Members deliberated on setbacks, square footage, and sound barriers along Route 2026, exploring options for enhancing tenant protection. The board also considered the potential for permeable paving to improve stormwater management.
