Cranbury Zoning Board Discusses Warehouse Plan Amidst Environmental and Traffic Concerns
- Meeting Overview:
The recent Cranbury Zoning Board meeting focused on a proposed warehouse development at 2-4 Heightstown Cranberry Station Road, with discussions centering on environmental remediation, traffic impacts, and adherence to zoning requirements. Considerable attention was given to the environmental challenges posed by historical contamination on the site and the complexities of integrating the warehouse into the existing infrastructure while maintaining community standards.
A significant portion of the meeting was dedicated to the environmental aspects surrounding the proposed development, particularly given the site’s history of industrial use, which includes past fertilizer manufacturing operations. The applicant’s representatives plans to manage and remediate contamination, such as the use of clean fill material and concrete slabs to cap areas with contaminated soil, adhering to New Jersey Department of Environmental Protection (DEP) standards. A Soil Remedial Action Permit will be required. Long-term monitoring of the site, particularly groundwater quality, will be a part of the remediation strategy. The board expressed concerns about the potential impact of contaminants on groundwater and the surrounding environment, seeking assurances that any necessary remediation will be addressed promptly.
Traffic concerns were another issue, with a analysis presented by the applicant’s traffic engineer. The proposed 89,000-square-foot warehouse is expected to contribute to local traffic, with estimates indicating 45 to 50 vehicle movements per hour during peak times. This translates to less than one vehicle per minute, which the engineers described as a “fairly passive” traffic generation, especially when contrasted with more intensive uses like fulfillment centers. The traffic study relied on updated data, which accounted for natural growth in traffic over time.
There was also a discussion about the design of the driveways, with the northern driveway intended for truck access and the southern for passenger cars, each configured to accommodate expected vehicle types without excessive impervious coverage. The applicant requested relief from certain design standards, particularly for the southern driveway’s width, justified by the anticipated usage patterns. The board considered the implications of these design choices, weighing them against the need to minimize environmental impacts and maintain efficient traffic flow.
Public comments emphasized the historical significance of the site, with members from the Historic Preservation Commission (HPC) and local residents expressing concerns about preserving the historical depot. The HPC has been working towards state and national recognition for the depot, underscoring its importance within the Camden Amboy Railroad Corridor. The depot’s preservation was discussed as a condition for any variances granted, with stakeholders emphasizing the mutual benefits of maintaining this historic structure for both the community and the property owner.
Residents also voiced concerns about the visual and environmental impacts of the new warehouse, seeking assurances that the development would include adequate landscaping and screening to harmonize with the neighborhood’s character. Questions about the design of the building and its integration into the local landscape were raised, with suggestions for additional greenery and architectural modifications to mitigate the warehouse’s presence.
