Millburn Planning Board Approves New Fitness Center Amid Parking Concerns

In addition to parking, the board discussed safety features of the plaza, including decorative lighting and security enhancements. Lighting plans were scrutinized to ensure they would not cause light pollution while providing adequate illumination for safety. The installation of security cameras and consultation with local police were proposed to address security concerns, particularly in the new outdoor seating areas.
Another topic was the lot line adjustment for the 33 West LLC application, involving a minor subdivision without creating new lots. The adjustment aimed to reallocate land to create a buildable lot while preserving an environmentally constrained wetland area. The planning board emphasized the importance of maintaining environmental protections and ensuring compliance with drainage and stormwater management regulations.
Board members and residents expressed concerns about the potential impact of the development on local drainage systems, particularly in the Beachcraft neighborhood. Historical drainage inadequacies were highlighted, with some fearing that new construction could worsen existing flooding issues. The applicant’s representatives assured that the design would not exacerbate flooding and that any future construction would include comprehensive stormwater management plans.
Public comments reflected skepticism about the intention behind building a larger house on the adjusted lot and the potential for increased drainage issues. Residents recalled personal experiences with past flooding and the substantial size of previous homes on the site, underscoring concerns about soil stability and water management. Despite these apprehensions, the applicant’s representatives argued that the project complied with all zoning and subdivision standards and that the proposed plan would enhance stormwater management.
The meeting also addressed the proposal’s signage plan, which included requests for variances due to the height and placement of new signs. The applicant argued that the signage was necessary for visibility and compliance with existing codes, while also enhancing the aesthetic appeal of the shopping center.
