Jersey City Zoning Board ApprovesProject Amidst Intense Community Debate
- Meeting Overview:
The Jersey City Zoning Board approved a contentious development on Kennedy Boulevard. The project, located in the West Bergen East Lincoln Park Historic District, involves constructing a four-story, four-family residence that required multiple variances. The approval came after extensive presentations and community feedback.
The most notable item during the meeting was the proposal for 2624 Kennedy Boulevard, which required variances due to its location in the RH2 zoning district and its historical context. The applicant, represented by Benjamin Weine of Prime Tubel and Melli, emphasized adherence to design standards and the importance of architectural integrity. The project was designed to reflect the historic district’s unique character, a point Weine underscored by stating, “this project was effectively developed from the outside in.” The proposal necessitated variances for density, proposing four units instead of the two permitted, and for height, as the building exceeded the allowable limit.
The presentation by the project’s architect, Martin Moreno, highlighted the careful consideration given to the building’s design, which was shaped by the historic context and community feedback. The structure’s irregular lot posed unique challenges, leading to a design that incorporated setbacks exceeding those of neighboring properties in some areas. Moreno detailed the unit layouts, which include one ADA unit and other units designed to attract long-term residents. The Historic Preservation Commission had previously approved the design.
Carolyn Worstelle, a professional planner, provided additional context, explaining the necessity of the height variance due to the lot’s constraints and neighboring structures’ predominant height. She argued that the project aligns with municipal land use laws, promoting general welfare while maintaining compatibility with the surrounding neighborhood. The project aimed to revitalize the currently vacant lot, contributing positively to the area and enhancing the streetscape with new sidewalks and street trees.
Despite the board’s approval, the community expressed mixed reactions. Public comments revealed concerns about the project’s impact on neighborhood aesthetics and parking. Residents questioned the adequacy of community outreach, noting that some were unaware of the development until the meeting. This sentiment highlighted a disconnect between developers and the community, raising questions about effective engagement practices.
In addition to the approval of the Kennedy Boulevard project, the meeting addressed an appeal concerning a zoning officer’s decision about a development on Stegman Place. Jeffrey Canowitz, representing local objectors, argued against the administrative approval for a building on a non-conforming lot, citing procedural concerns and the need for variance relief. The appeal centered on the lot’s non-conformity due to its narrow width, which did not meet the zoning requirements for the R1 residential zone. Canowitz emphasized the importance of community input in the zoning approval process, arguing that the administrative decision lacked the necessary checks for public scrutiny.
The board ultimately denied the appeal, affirming the zoning officer’s decision, which had approved the construction without variances.
The meeting also touched on a proposal by Mnt Partners LLC for a development that was postponed due to community outreach concerns. The speaker for the application acknowledged a lack of engagement with local residents and requested to adjourn the application to allow for further discussion. This move highlighted ongoing issues related to transparency and community involvement in the development process.
