Summit City Moves to Amend Housing Plan Amid Compliance Deadline Pressure

The third round plan was designed to meet Summit’s obligation for 50 new affordable units through various projects, including converting a chapel into senior housing. A significant mechanism in this process was the “vacant land analysis,” which allowed the city to revise its state-assigned obligation from 567 units down to a more feasible 36 units. This adjustment acknowledges the “unmet need” that the city must address, as required by state law.
In the fourth round plan, the board reviewed components that had been previously identified and new elements that needed attention. Key projects included the 190 River Road development by Russo Development, which will contribute 95 affordable units, and other developments on Old Springfield Avenue and River Road. A proposed 25-unit veterans housing project on the Shunpike site is also underway, with public engagement expected to play a role in selecting a developer and shaping the project.
Rezoning discussions also featured prominently, particularly the proposed ordinance to rezone Franklin Place to a TH3 townhouse zone, facilitating the construction of 70 townhouses, 14 of which would be affordable. This rezoning aims to align the area’s development with existing neighborhood characteristics while encouraging future growth. The board acknowledged that current property owners are not obligated to sell their properties under this new zoning.
Residents were encouraged to provide input during various stages, from site plan applications to town hall meetings. The board also addressed concerns about the environmental impact of developments, particularly in floodplain areas like the Shunpike site, and reassured residents that stormwater management regulations would be strictly enforced.
In addition to housing-related topics, the board reviewed several ordinances for consistency with the master plan. These ordinances covered general affordable housing regulations, modifications to overlay zones, and the establishment of new affordable housing districts. Each ordinance was evaluated for alignment with the city’s growth and development objectives, and all were passed with unanimous support.
Some residents questioned the adequacy of notification regarding development plans and raised issues about potential overdevelopment and its impact on local schools. Others called for greater transparency in the planning process, especially regarding the density of future developments.
