Goodhue County Board Approves Cannabis Retail Registrations Amid Licensing Concerns

Goodhue County set a limit of four retail registrations based on its population, having already approved one in Redwing.
During the meeting, board members expressed concerns about the impact of cannabis retail on local communities and law enforcement. One member noted the absence of operational businesses under the current ordinance, making it difficult to assess the ordinance’s effectiveness or need for changes. The board emphasized that any amendments would require a public hearing and a thorough process, deemed impractical at this time.
Board members raised questions about the registration timeline and potential consequences for businesses failing to open promptly. It was clarified that the registrations are valid until December 31, 2027, with businesses required to apply for renewal before the deadline. Failure to open would not result in an automatic loss of registration unless compliance issues arose after three years. The state’s slow communication process regarding licensing status further complicated the situation, with updates limited to an online list of active licenses.
In addition to the retail registrations, the board also reviewed an interim use permit (IUP) for a cannabis micro business proposed by Ace Cannabis LLC in Leyon Township. This IUP allows the proposed business, located at a former restaurant off Highway 52, to cultivate, manufacture, and retail cannabis under specific conditions. The permit, recommended for approval by both the Leyon Township and the county’s planning advisory commission, includes conditions such as compliance with MDOT’s site plan review and adherence to Minnesota Office of Cannabis Management regulations.
The board’s discussion highlighted the need for structured processes in cannabis business approvals to manage the evolving landscape effectively. Concerns were raised about potential market saturation, with members noting the strategic decision to approve four registrations across different parts of the county to avoid concentrating businesses in one area. This decision allows municipalities like Redwing and Pine Island to set their own limits on cannabis businesses, potentially exceeding the county’s approved registrations.
Beyond cannabis regulation, the meeting addressed several other issues. The board reviewed the county’s aquatic invasive species (AIS) program, noting a reduction in state funding. Despite the cut, the program will continue, focusing on public awareness and enforcement at boat launches, with inspectors added at Kovville and Hokula Park in Lake City.
The board celebrated financial achievements, receiving a certificate of achievement for excellence in financial reporting for the sixth consecutive year from the Government Finance Officers Association. This accolade, considered the highest recognition in governmental accounting, was attributed to the diligent efforts of the county’s finance team.
Committee reports also featured in the meeting, covering ongoing housing efforts in the Redwing area and environmental initiatives like the Canon and Zumbro watershed projects. The planning advisory committee welcomed a new nominee and mentioned an invitation for a facility tour from ADM.
