St. Louis County Board of Commissioners Addresses Community Concerns on ICE Actions and Rental Assistance Needs

Corlene urged the board to consider implementing a statewide eviction moratorium and increasing funding for rental assistance, similar to measures during the COVID-19 pandemic. She stressed the importance of using county resources to support the most vulnerable residents until the ICE situation improved.
Following Corlene, Chester Cullen Jr. accused the county’s legal processes of facilitating what he called a “coordinated theft of private property.” He claimed that the county attorney’s office had incorrectly represented land ownership and wrongfully granted an easement across his property. Cullen expressed frustration over the county’s perceived negligence in respecting private property rights, citing a previous trespass settlement he had won against the county. He insisted on transparency and a correction of the official record, emphasizing that property rights should be protected.
Another community member, Don Tree Wassefurt Coffin, addressed budget concerns, particularly a recent 12% increase, which he described as unsustainable. Coffin, a longtime resident, shared observations on demographic changes over the past 50 years, noting a decline in the youth population and a rise in older demographics. He pointed out that older residents demand more services, affecting community resources. Despite these challenges, Coffin commended the board for their dedication and service.
The board also addressed infrastructure and recreational initiatives during the meeting. A discussion involved the Safe Streets and Roads for All Safety Action Plan, introduced as Resolution 26-106. The plan, a third edition of the county road safety schemes initiated in 2012, aims to prioritize road safety based on risk assessments. It aligns with the federal Safe Streets for All (SS4A) program, which provides funding opportunities for planning and implementation of safety projects. The plan’s long-term goal is to reduce fatalities on county roads, with specific targets for 2037 and 2047. The board expressed broad support for the plan, recognizing its potential to secure additional funding for infrastructure improvements.
Additionally, the board approved a sponsorship with the Minnesota Department of Natural Resources and the Quad Cities ATV Club for a federal recreation trail program equipment grant. The grant aims to enhance recreational infrastructure in the county, with a request for $75,000 in funding. The board also discussed a $200,000 grant proposal for a multi-phase trailhead facility in Virginia, emphasizing the importance of recreational development.
In property and finance matters, the board reviewed the allocation of mineral royalty funds to scholarships and other community projects but tabled the discussion for further input. Permit applications from the Genesan Volunteer Fire Department for gambling fundraisers were approved, highlighting the department’s need for community support.
The board tackled several infrastructure projects, including a pavement marking maintenance contract and an aggregate surfacing project funded by state emergency relief. These projects aim to repair roads damaged by fire response efforts and enhance road safety. The Central Range Transportation Building project was also discussed, with competitive bids received for architectural and engineering services. The facility aims to improve operations for public works and other departments, with completion expected by September 2027.
Finally, the board considered the allocation of proceeds from the tax-forfeited land program. The board also discussed the collective bargaining agreement for civil service supervisors, emphasizing performance reviews as a means to enhance accountability.
